trict in proportion to the estimated benefits to be received by sudis subdivisions,
respectively, from said improvements, and of the expenses incidental thereto.
13. If any excess shall be realized upon said assessment it shall be
spout for maintenance unless the Council shall hereafter. otherwise determine as
provided by law.
