Resolution 05764RESOLLTT TON 00. 5764 RESOLUTTON OF THE COUNCIL OF THE CITY OP ALAMEDA URaING AND REQUESTING THAT ROUSE OF REPRESENTATIVES BILL, HR 11,09L, BE NOT ENACTED MO A. WHEREAS, there has been introduced in the House of Representatives and referred t tha Committee on Armed Services a certain bill known as ER. 11,094; and WHEREAS, this Bill will restrict military aircraft maintenance, overhaul and modification functions in Government operated facilities which perform strictly military requirements which cannot be procured from private enterprises; and WHEREAS, in the City of Alameda there Is located a Naval Air Station equinped to do such overhaul and repair work on military aircraft; and WHEREAS, it is in the best interests of the City cf Alameda that such work continue to he performed at the Naval Air Station; and WHEREAS, there are many factors indicating that this overhaul and repair work should not be considered as competition to private business, as set out as follows: Fundamental military mission of immediate, continuous support by essential combat anIts. 2. Mobilization preparedness for immediate was time action through maintenance of experienced personnel and modern, efficient facilities. 3. Military security and protection preparations for military deploy- ment secrets and of facilities from espionage and sabotage. EcQhomical and efficient performance with highly qualified per- sonnel using modern methods and techniques, resulting in substantial dollar savings to the Government. F.trategic location for support of the Fleet and realization of logistic economy. E, Vital need for training military personnel for advance base and overseas operations. A product that Is strictly military In nature and does not comnete within the civilian economy. NOW THEREFORE, BE IT RESOLVED 1.3Y THE COUNCIL OF THE CITY OF ALAMEDA that the Congress of the United States of America is hereby urged and requested that Rouse of Representatives bill, H-F 11,09b„ be not enacted into law. LAE IT FURTHER RESOLVED that the City Clerk of the City of Alameda is hereby directed to transmit certified copies of this resolution to all pertinent parties, including Senators William F. Knowland and Thomas H. Kuchel, Secretary. of Defense Neil H. McElroy, Hon. Carl Vinson, Chairman of the House Committee on Armed Services, Hon. Richard Russell, Chairman of the Senate Committee on Armed Services, and Director of the Bureau of the Budget and Secretary of the Navy, Thomas S.
