RESOLUTION OF THE '1 0. ALAMEDA URGING PRESIDENT
EN-0 WER AND 1i0 CALIFORNIA CONGRESSIONAL DELEGATION
TO EXPEND EVERY EFFORT IN BEHALF OF' LEGISLATIONWHICH
WILL CONTINUE THE FINANCING 0 THE FEDERAL INTERSTATE
HIGHWAY PROGRAM.
WHEREAS, the City of Alameda is greatly concerned about the delay in tha
construction program of the Federal Interstate ighway System and is particularly
disturbed about the possibility cf this delay extending into tha future; and
WHEREAS,
in Oakland, California, a portion of U. 3 G of the Interstate
System. (the eleven-mile MacArthur Freeway) is a most important and substantial part
of our local freeway system, which is threatened by the loss of Federal financing;
and
WHEREAS, the MacArthur Freeway was located, designed and accepted by the
community after five public hearings and many local meetings some SIX years ago and
right-of-way acquisition bore n in the latter part cf :1953, and in excess of 20
million dollars cf property has been purchased to date; and
rights-of-way for the MacArthur Freeway have been entirely cleared
of improvements for the first unit proposed for construction, a distance of 2.5 miles,
and a budgeted item of ten million dollars was included in the 199-196.0 freeway
budget by the California Highway Commission; and
WHEREAS, recently the California Highway Department was forced to withdraw
t*rlis item because the anticipated revenues from the Federal. Interstate funds could
not be crogrammed until the matter of Federal finances available to the States is
resolved by the Congress; and
WHEREAS, the existing street along the MacArthur Boulevard in Oakland is
carryir.F. as mach as 15,00(-) vehicles per day with many intersectir.?„ cross streets
carrying heavy volumes of traffic which results in intolerable congestion; and
WHEREAS, the City Council of the City of Alameda recognized that Congress
has enacted into law a Federal interstate Highway Construction program, but as of
this date there has nut teen sufficient funds authorized to carry out the proFram,
so therefore all efforts should be made by the Congress to immediately resolve the
financial problems involved so that the program will not be jeopardised;
NOW THEREFORE, DE IT RESOLVED 131 THE COUNCIL OF THE CITY OF ALLVIEDA that
the City Council urge President Eisenhower and the California Congressional Delegat-
ion tc expend every . effort in behalf of legislation which will continue the financing
of the Federal Interstate Highway Program.
BE IT FURTHER hESOLVED that a copy of this Resolution be forwarded to the
Honorable Dwight D. Eisenhower, ?resident of the U. 3.;'. the Speaker of the HOUSE',
Sam Rayburn; Chairman Wilbur Mills of the House Ways and Means Committee; -Senators
Thomas Yuchol and. Clair Engle; and Congressmen George Miller and Jeffrey Cctelan,
and all oth.er interested parties.
