DECLARING SUPPORT OF PROPOSITION NO. 7 OTA STATE GENEPAT
ELECTION BAIIOT OF NOVEMBER 3, 1M68, AND URGING TIESs
VOTE THEREON EY ELECTORATE
WHEREAS, Proposition No. 7, as appearing on the November 5, 1.968, State General Election
ballot, proposes a brief addition to the State Constitution to provide:
TRoney allocated by the legislature from the State General Hand. to any
county, city and ccunty, or city may be used when specified. by the Legislature
for county, city and county, or city purposes, as the case may- be.s; and
WHEREAS, under the present provisions of Section 12 of Article Xi of said Constitution,
the State Legislature cannot allocate State funds for purely local purposes, although it may so
allocate for so-called State purposes; and
WHEREAS, the concept of "state" as opposed to "local" undertakings is a constantly charg-
ing one, presently deterndnable only by the courts, and Proposition No. 7 will permit the State
Legislature rather than the courts to determime the manner im which state-collected funds allocated
to local government shall be expended by the latter; and
WHEREAS, there is no known opposition to said Proposition and it will be in the best public
interest that the present confusion over said allocation of fundo be eliRinated by- passage of said
Proposition, which will give completely "permissive" authority to the 1 to determine
whether suph funds shall be expended for local or for state purposes;
NOTI; THEREFORE BE IT RESOLVED EY THE COUNCIL, OF CITY OF '4J 41 that said Council
hereby- declares its full support of Proposition No. 7, as safn measure appears on the November 5,
19685 State General Election ballot, and urges the electorate of the City of Alameda to cast a
"Yes" vote in favor thereof%
