Resolution 07637CITY OF ALAMEDA RESOLUTION NO. 7637
CONSTITUTING THE ALAMEDA COUNTY TOPICS FUND GROUP
WHEREAS, legislation which provides for implementation of the Federal government's "Traffic
Operations Program to Increase Capacity and Safety" (TOPICS) in California became effective November 10,
1969; and
WHEREAS, Federal funds available to the State and to local government under this program are
to be apportioned to local agencies for expenditure within urban areas by those agencies which qualify
for such funds under the regulations established by the State and the Federal government; and
WHEREAS, it is believed that cooperative action by the County and cities within Alameda County
can result in more effective and more economical application of TOPICS funds toward the actual solution
of traffic problems;
NOW, THEREFORE, BE IT RESOLVED that the County of Alameda and those cities which adopt this
resolution shall constitute the "Alameda County TOPICS Fund Group," hereinafter referred to as 'ACTFG,"
which all entities adopting this resolution agree shall operate in accordance with the "Alameda County
TOPICS Fund Group, Objectives and Rules," attached hereto and marked "Exhibit A"; and
BE IT FURTHER RESOLVED that ACTFG shall become effective upon adoption of this resolution by
the Councy of Alameda and at least seven cities within this County; and
BE IT FURTHER RESOLVED that any entity may rescind its participation in ACTFG effective on
June 30 of any year provided such entity adopts a resolution at least two weeks prior to such June 30
declaring its intention to rescind its participation; and
BE IT FURTHER RESOLVED that in the event any entity withdraws from ACTFG, it shall complete
its obligations incurred during its participation in ACTFG; and
BE IT FURTHER RESOLVED that two certified copies of this resolution adopted by the City
Council of the City of Alameda, together with the attached Exhibit A, be transmitted to the County of
Alameda.

16th day of June, 1970, by the following vote, to wit:
AYES: Councilmen Fore, Levy, McCall and President La Croix, Jr., (4).
NOES: None.
ABSENT: Councilman Longaker, (1).
