ADOPTING ALAMEDA CIVIL DEFENSE OPERATIONS PLAN, DATED OCTOBER,
1970, AND RESCINDING ALL PREVIOUS CIVIL DEFENSE AND DISASTER
PLANS
WHEREAS, under authority of the California Disaster Act (Secs. 1500 and following, Military
and Veterans Code of California), the City has established a Civil Defense and Disaster Organization; and
WHEREAS, Ordinance No. 1029, N.S., as amended by Ordinance Nos. 1142 N.S. and 1575 N.S.
relating to Civil Defense and Disaster, provides for the distribution of Civil Defense powers and duties,
the assignment of functions and services related to the common defense and protection of the citizens of
the community during times of disaster either manmade or natural; and
WHEREAS, pursuant to said Ordinance No. 1029 N.S., as amended, there has been established a
Civil Defense organization; and
WHEREAS, the Director of the Civil Defense organization has developed necessary plans to provide
for the distribution of Civil Defense powers and duties, the assignment of functions and services related
to the common defense and protection of the citizens of the community during periods of disaster, either
manmade or natural,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA,
1, That the Plan, entitled "Alameda Civil Defense Operations Plan," dated October, 1970, be
and hereby is adopted and declared effective October 6, 1970;
2. That a current copy of said Plan shall be kept on file in the Office of the City Clerk;
3. That all Civil Defense and Disaster plans previously adopted by the City Council or by any
agency or official of this City pursuant to said Ordinance No. 1029 N.S,, as amended, are hereby rescinded
and declared not in effect on and after October 6, 1970;
4. That said Plan will become operative by declaration as may be provided by ordinance, or
automatically in the event of a State of Extreme Emergency as provided in the State of California plans
and directives;
5. That it is the intent of this Council that the terms and provisions of the Plan, its amend-
ments and additions, shall carry the full effect of law ehenever such Plan is put into force;
6. That the Director of Civil Defense be and hereby is authorized and directed to adopt neces-
sary additions, amendments and corrections to the Plan, which additions, amendments and corrections shall
be in consonance with all laws, agreements, regulations and rules relating to Civil Defense.

I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
introduced and adopted by the Council of the City of Alameda in regular meeting assembled on the
6th day of October, 1970, by the following vote, to wit:
AYES: Councilmen Fore, Levy, Longaker, McCall and President La Croix, Jr., (5).
NOES: None.
ABSENT: None.
