CITY OF ALAMEDA RESOLUTION NO, 7705
IMPLEMENTING COUNTY "TOPIC FUND GRCUP" BY APPLYING RULE 1.c.
THERETO, ASSIGNING CITY ALLOCATIONS TO COORDINATING AGENT
WHEREAS, by Resolution No. 7637 adopted June 16, 1970, the City of Alameda became a member
of the "Alameda County TOPICS Fund Group," hereinafter referred to as ACTFG, to provide for cooperative
action by the County and cities within Alameda County to implement the Federal Government's "Traffic
Operations Program to Increase Capacity and Safety," hereinafter referred to as TOPICS; and
WHEREAS, by Resolution No. 7659 adopted July 21, 1970, the 1969-70 and 1970-71 TOPICS Alloca-
tions were requested to be held for a more substantive project; and
WHEREAS, by joint resolutions of ACTFG members, apportionments becoming available under TOPICS
are desired to be accumulated and combined to finance more substantive projects by ACTFG members; and
WHEREAS, the County of Alameda is the Coordinating Agent for ACTFG,
NOW, THEREFORE, BE IT RESOLVED THAT THE COUNCIL OF THE CITY OF ALAMEDA finds it is in the best
interests of ACTFG members for Alameda County, as Coordinating Agent, to receive and to hold all TOPICS
allocations of ACTFG members for appropriate distribution to ACTFG members with approved projects;
BE TT FURTHER RESOLVED that this Council hereby announces its intent to apply Rule 1.c. of the
"Rules Regarding Use of TOPICS Funds" by assigning its TOPICS allocations to the County of Alameda, as
Coordinating Agent for ACTFG;
BE IT FURTHER RESOLVED that two (2) certified copies of this resolution be sent to the State
of California Department of Public Works, and that two (2) certified copies of this resolution also be
sent to the County of Alameda, Department of Public Works; and
BE IT FURTHER RESOLVED that in accordance with the "Objectives and Rules" of ACTFG members,
these allocations will be reallocated by the Coordinating Agent to ACTFG members for approved projects.

introduced and adopted by the Council of the City of Alameda in regular meeting assembled on the
1st day of December, 1970, by the following vote, to wit:
AYES: Councilmen Fore, Levy, Longaker, McCall and President La Croix, Jr., (5).
NOES: None.
