Resolution 07848286 CITY OF ALAMEDA RESOLUTION NO 7848 PRESCRIBING DUTIES OF CHARTER AMENDMENT ADVISORY COMMITTEE BE IT RESOLVED BY TEL COUNCIL OF THE CITY OF ALAMEDA: Section 1. The "Charter Amendment Advisory Committee," established by Resolution No. 7274, is hereby continued with membership thereof to consist of residents of the City as the Council shall designate. Section 2. Said Committee shall have the following powers and duties: (a) To adopt rules for the proper administration of its affairs, and to select from its member- ship a Chairman, Secretary and such other officers as it may require; (b) To study, evaluate and make written recommendations to the City Council as to whether there should be proposed to the electors certain propositions amending the Charter of the City, including but not limited to the following matters: (1) Possible change from elective to appointive status for the Auditor and Treasurer, including such clarifying amendments as may be necessary to permit the establishment of a centralized Finance Department; (2) Clarification of authority to contract with Alameda County for assessment and collection of property taxes; (3) Residence and other requirements for elected officers; (4) Council districting; (5) Consideration of General Municipal Election date and greater conformity with State election laws. Section 3. The City Manager and the City Attorney may consult with and advise the Committee, and shall draft, in proper form, such amendatory language as may be necessary to accomplish the Committee's intended recommendations. Section 4. In its study the Committee may gather information from any source and may incur expense therefor as in its judgment is reasonable and necessary. Section 5. The Committee shall determine the time necessary for completion of its studies and evaluation, and shall advise the City Council of the date by which its said written recommendations will be submitted. In this connection, the Council recognizes the extreme importance of the signifi- cance and permanency of Charter change, and urges the most careful consideration of such matters. Section 6. Members of the Committee may be removed by the Council at any time and the Committee may be likewise dissolved. Vacancies shall be filled by the Council. repealed. Section 7.
