CITY OF ALAMEDA RESOLUTION NO. 7998
DECLARING OPPOSITION TO STATE PROPOSITION 20 ("COASTLINE
INITIATIVE") AND URGING NEGATIVE VOTE THEREON
WHEREAS, State Proposition 20 ("California Coastline Initiative") appearing on the
November 7, 1972, ballot would change the existing method of regulating land use by local govern-
mental agencies through the creation of a statewide Coastal Zone Conservation Commission, and six
regional commissions, under procedures in such measure which appear to be ambiguous and vague; and
WHEREAS, in addition, said commissions would inherit strong new regulatory control over
essentially all development within those coastal areas presently regulated and controlled by local
government, thereby adding a new level of planning and land use regulation to the existing govern-
mental framework; and
WHEREAS, if adopted, the California Coastline Initiative would constitute an infringement
on the right of local government to regulate and control land development within its boundaries;
NOW THEREFORE, BE IT RESOLVED that this Council does hereby express and declare its
opposition to said Proposition 20, as being an unwarranted attempt to take away the authority and
right of local governmental agencies to plan and control land use within their boundaries, and this
Council urges the electorate of the City to vote against said measure at the November 7, 1972, election.

on the 24th day of October, 1972, by the following vote, to wit:
