Resolution 08223247 CITY OF A' AJIEDA RESOLUTION NO. 82.23 APPROVING APPLICATION BY CITY FOR 1474 STATE GRANT FUNDS FOR WASHINGTON PARK DEVELOFN EN'T PROJECT WHEREAS, the people of the State of California have enacted the "State Beach, Park, Recreational, and Historical Faoilities Bond Act of 1974" which provides funds to the State of California and its political subdivisions for acquiring lands and developing facilities for public outdoor recreation and historical purposes; and WHEREAS, the State Department of Parks and Recreation has been delegated the responsi- bility for the administration of the program within the State, setting up necessary procedures governing application by local agencies under the program; and WHEREAS, said procedures established by the State Department of Parks and Recreation require the applicant to certify by resolution the approval of applications prior to submission of said applications to the State; and WHEREAS, said applications contain assurances that the applicant must comply with; and WHEREAS, said procedures further require the applicant to possess an adopted plan showing parks and recreation lands and facilities, existing and proposed.; and. WHEREAS, the City's Comprehensive General Plan was first adopted by this City Council on April 18, 1969; and WHEREAS, the proposed Washington Park Development Project appears on the City's plan, is consistent with the California Outdoor Recreation Resources Plan and is in conformity with the State Environmental Goals and Policy Report; and WHEREAS, the project must be compatible with the land use plans of those jurisdictions mmediately surrounding the project; NOW, THEREFORE, BE IT RESOLVED that the City Council hereby: 1. Approves the filing of an application for 1974 State Grant assistance; and 2. Certifies that said agency understands the assurances in the application; and 3. Certifies that said agency has or will have sufficient funds to operate and maintain the project; and 1. Certifies that said agency meets the planning requirements and that the project is compatible with the land use plans of those jurisdictions immediately surrounding the project; and 5. Appoints the city Manager or his designated representative as agent of the City to conduct all negotiations, execute and submit all documents including but no limited to applications, agreements, amendments, payment requests, and so on which may be necessary for the completion of the afore- mentioned project. ea r * asp; ee* e I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly introduced and adopted by the Council of the City of Alameda in regular meeting assembled on the 2nd day of July, 1974, by the following vote, to wit: AYES: Councilmen Beckam, Hurwitz, McCall and Vice President Corica, (4).
