ACCEPTING 'GOALS STUDY", THE FINAL REPORT OF THE COMMUNITY
GOALS STUDY
WHEREAS, the Council directed the establishment of a Community Goals Study, to be
conducted over the year just past, to provide a significant part of the basis for updating the
General Plan through the development of 'Goals for Alameda" in various functional areas which will
also guide City policy and administrative actions; and
WHEREAS, the citizens of Alameda have been involved in developing these "Goals for
Alameda,' beginning with a City-Wide Congress attended by some 1,300 citizens on January 13, 1975,
and continuing through three months of weekly task force meetings in each goal area, involving
some 400 citizens; and
WHEREAS, the "Goals for Alameda were developed by these citizen task forces and have been
subjected to an extensive validation survey process; and
WHEREAS, the City Council wishes to utilize these 'Goals for Alameda" to the greatest
advantage in planning future activities,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA that said Council
accepts the "Goals for Alameda,' the final Report of the Community Goals Study,
BE IT FURTHER RESOLVED that
1. The City Council hereby adopts "Goals for Alameda" as a part of the City's policy
and as a guide to future decisions of the Council, Boards and Commissions of the City;
2. The City Manager is directed to consider the Goals when formulating recommendations
to the Council;
3. The Planning Board is directed to institute proceedings to revise the General Plan
and make its recomendations for revision to the City Council as soon as practicable using the
Goals as a significant part of the citizen input required to formulate the Plan;
4. A progress reporting system shall be established to advise the Council and the
public of the progress in the implementation of the Goals,

1, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
introduced and adopted by the Council of the City of Alameda in regular meeting assembled on the
15th day of July, 1975, by the following vote, to wit:
AYES: Councilmen Beckam, Diament, Sherratt and Fresident Corica, (4).
NOES: None,
ABSENT: Councilman Hurwitz, (1).
