Resolution 0849572 CITY OF ALAMEDA RESOLUTION NO. 3495 AMENDING COMPREHENSIVE GENERAL PLAN BY ADOPTING HOUSING ELEMENT THEREOF AND CERTIFYING THE ENVIRONMENTAL IMPACT REPORT FOR SAID ELEMENT WHEREAS, by its Ordinance No, 1586, New Series, enacted April 8, 1969, the City adopted as its comprehensive, long-term general plan for the physical development of the City, that certain document consisting of text, diagrams, maps and other materials, entitled, 'Comprehensive General Plan - 1990 for Alameda, California," all in accordance with Sections 65300 and following, Govern- ment Code of California; and WHEREAS, by state mandate found in Section 65302 (c) of said Code, the City is required to adopt a housing element, to be developed pursuant to regulations established under Section 37041 of the Health and Safety Code of the State of California, consisting of standards and plans for the improvement of housing and for provision of adequate sites for housing, said element being defined and described as the Housing Element of the said General Plan; and WHEREAS, the City Planning Department has prepared such document, entitled, "City of Alameda Housing Element Phase I, Population and Housing Characteristics, August, 1975; City of Alameda Housing Element Phase II, housing Market Characteristics, September, 1975; City of Alameda Housing Element Phase III, Housing Problems and Policies, February, 1976," the same having been submitted to and considered by the Planning Board, which duly noticed and held uublic hearings thereon, and which, on February 11, 1976, approved said Element and recommended adoption thereof by the City; and WHEREAS, the City Council on March 16, 1976, received said Board's report and recommenda- tions, held a public hearing on the questions of whether said Element conforms to general law and whether its adoption would be in the public interest, heard testimony and took other evidence thereon, following which said Council considered the matter and was fully advised of the premises; and WHEREAS, the Planning Board and the City Council have reviewed and considered a Final Environmental Impact Report for said Element; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE. CITY OF ALAMEDA that said Council certifies that it has reviewed and considered the information cortained in the Final Environmental Impact Report and further certifies that said Report has been completed in compliance with CEQA and state guidelines. BE IT FURTHER RESOLVED that the City's said comprehensive General Plan be and hereby is amended by adopting as its Housing Element of standards and plans for the improvement of housing and for provision of adequate sites for housing within its jurisdiction, that document hereinabove referred to entitled, "City of Alameda Housing Element Phase I, Population and Housing Character- istics, August, 1975; City of Alameda Housing Element Phase II, Housing Market Characteristics, September, 1975; City of Alameda Housing Element Phase III, Housing Problems and Policies, February, 1976," as heretofore filed in the Office of the City Clerk. * * * * * * * * * * I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly introduced and adopted by the Council of the City of Alameda in regular meeting assembled on the 16th day of March, 1975, by the following vote, to wit: AYES: Councilmen Beckam, Piament, Hurwitz, Sherratt and President Corica, (5).
