Resolution 0850390 CITY PF ALAMEDA RESOLUTION NO. 8503 STATING AND REQUESTING CONSOLIDATION OF A SPECIAL MUNICIPAL ELECTION TO BE HELD TUESDAY, JUNE 8, 1976, WITH THE PRIMARY ELECTION OF THE STATE OF CALIFORNIA TO BE HELD ON TUESDAY, JUNE 8, 1976 BE IT RESOLVED SY THE COUNCIL OF THE CITY OF ALAMEDA that pursuant to the provisions or Chapter 4, Part 2, Division 12, of the Elections Code of the State of California, and of Section 23302 thereof, and pursuant to Article XIX of the Charter of the City of Alameda, a Special Municipal Election for the purpose of submitting to the electorate certain Charter amendments as set forth in the statements of the questions hereinbelow, be consolidated with the Primary Election of the State of California to be held Tuesday, June 8, 1976. BE IT FURTHER RESOLVED that the election precincts, polling places, voting booths, and election officers who shall conduct said Special Municipal Election are hereby designated to be the same as the election precincts, polling places, voting booths, and election officers as shall be designated, established and appointed by resolution cr ordinance of the Board of Super- visors of the County of Alameda for the purpose of holding and conducting said Primary Election within the territory affected by this order of consolidation, and that said election shall be held in all respects as if there were only one election, BE IT FURTHER RESOLVED that the Board of Supervisors of said County of Alameda is hereby authorized and empowered to canvass the returns of said Special Municipal Election and certify the results thereof. BE IT FURTHER RESOLVED that the Board of Supervisors of the County of Alameda, be, and it is hereby requested to make its order and to take such other and further proceedings as may be necessary to effect the consolidation of said Special Municipal Election with said Primary Election of the State of California, all in accordance with the laws of the State of California regulating and providing for the consolidation of elections, BE IT FURTHER RESOLVED that the exact form of the questions or propositions, which are eight (8) in number, to be voted on at such Primary Election, and as the same are to appear on the ballot, are as follows: MEASURE A Shall the Charter of the City of Alameda be amended and clarified to rake its various provisions consistent with a previously approved Charter amendment which created a directly elected Mayor, to make 'Vice Presidert" read "Vice Mayor," YES and to make the provisions calling for special City Council meetings consistent with state law? Said amendments will be accomplished by NO amending Sections 2-1, 3-7 (A) and (B) and 6-2 of said Charter, all as fully set forth in Resolution No, 8502 of the Council of the City of Alameda. MEASURE B Shall the Charter of the City of Alameda he amended and clarified to make its various provisions consistent with a previously approved Charter amendment which created a directly elected Mayor and to change the City Auditor and City Treasurer from elected positions to positions appointed by the Council? Said amendments will be accomplished by amending Sections 2-1 and 2-2 of said Charter, all as fully set forth in Resolution No. 3502 of the Council of the City of Alameda. MEASURE C Shall the Charter of the City of Alameda be amended to permit the Council to adopt e budget and fix the tax rate prior to the third Tuesday in September, to use an appropriate percentage rather than three percent for delinquencies on the assessment roll and to repeal the provision requiring payment for copying public records? Said amendments will be accomplished by amending Section 17-4 and repealing Section 22-6 of said Charter, all as fully set forth in Resolution No. 8502 of the Council of the City of Alameda. MEASURE D Shall the Charter of the City of Alameda be amended to provide for the use of state general law procedures for City elections? Said amendment will be accomplished by amending Sections 2-6, 2-8 and 19-2 and repealing Sections 19-4, 19-5, 19-6, 19-7, 19-8, 19-9, 19-10, 19-11, 19-14, 19-15 and 19-16 of said Charter, all as fully set forth in Resolution No. 8502 cf the Council of the City of Alameda. ..........„.„ YES ............ Said amend- ment will be accomplished by amending Section 20-2 and repealing Sections 20-3, 20-4, 20-5, 20-6, 20-7, 20-8, 20-9, 20-10, 20-11, 20-12, 20-13, 20-14, 20-15, 20-16, 20-17, 20-18, 20-19, 20-20, 20-21, 20-22, 20-23, 20-24, 20-25, 20-26, and 20-27 of said Charter, all as fully set forth in Resolution No. 8502 of the Council of the City of Alameda. MEASURE F Shall the Charter of the City of Alameda be amended to permit police and fire department personnel the right to appeal after dismissal once they have attained permanent civil service status? Said amend- ment will be accomplished by amending Section 13-3 of said Charter, all as fully set forth in Resolution No. 8502 of the Council of the City of Alameda. MEASURE G Shall the Charter of the City of Alameda be amended by repealing Article XXIV, the narking district law, so that state parking and assessment district acts could apply? Said amendment will he accom- plished by repealing Article XXIV of said Charter, all as fully set forth in Resolution No. 8502 of the Council of the City of Alameda. MEASURE 8 Shall the Charter of the City of Alameda be amended to require the publication of a digest (summary) of proposed ordinances before they are adopted and repeal the provision requiring publication of ordinances in full after they are adopted? Said amendment will be accomplished by amending Section 3-14 of said Charter, all as fully set forth in Resolution. No. 8502 of the Council of the City of Alameda. °YES NO YES NO ..... : YES ....... NO . YES NO BE IT FURTHER RESOLVED that the above measures hereinabove referred to shall be designated on the ballot as "Proposed Amendments to the Charter of the City of Alameda, California.'
