Resolution 08576CITY OF ALAMEDA RESOLUTION M0, 8576 SUPPORTING HB 12508 AND SB 3511 RELATING TO REFORM OF THE FEDERAL POWER ACT WHEREAS, the Bureau of Electricity of the City of Alameda is among some 1, uOO municipal utilities in this country, of which over 1`000 purchase their entire power supply from other utilities, many of them being large, private investor-owned companies; and WHEREAS; in this circumatance, rates are regulated or ostensibly regulated, by the Federal Power Commission (FPC); and WHEREAS, such regulation, or lack thereof, has given rise to passage of a substantial number of unproven rate increases by the FPC which have been passed through to municipal utilities thereby resulting in severe and unjustifiable financial hardships to municipal utilities and their consumers; and - ' WHEREAS, non-action by the FPC in seeking timely justification of rate requests has negated economies for municipal utilities and has allowed rate increases to pancake on top of one another; and WHEREAS, proposed federal legislation in the form of HR 12608 and SB 3311 contain provisions for reform of the Federal Power Act to safeguard against unjustified rate increases and resulting inequities to municipal utilities; and NHEREAS, each of these bills contains important and necessary safeguards which include: (1) requirements for hearings to show the need for rate increases prior to their implementation, (2) annual audits of fuel cost adjustments, (3) prevention of price squeezes and anti-competitive practices, (4) equal trent,ent of all utilities in the case of fuel shortages, (5) interconnection of all viable energy sources, (6) requirement for rates to be based on facilities used and usable, and (7) prevention of the practice of pancaking rates - one on top of the other. NOW, THER[FOKE, BE IT RESOLVED that the City Council of the City of Alameda, for the foregoing rasons, fully supports the passage of HB 12608 and SB 3311 and strongly urges each and every federal legislator to vote for the adoption of this much needed legislation. x**^°^*°*x+ I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly introduced and adopted by the Council of the City of Alameda in the regular meeting assembled on the 3rd day of August, 1976, by the following vote, to wit: AYES: Councilmen Bcckam, Diumcnt, Hurwitz, Sherratt and President Corica, (5).
