Resolution 08577CITY OF ALAMEDA RESOLUTION NO. 8577 STATING AND REQUESTING CONSOLIDATION OF A SPECIAL MUNICIPAL ELECTION TO BE HELD TUESDAY, NOVEMBER 2, 1976` WITH THE GENERAL ELECTION OF THE STATE OF CALIFORNIA TO BE HELD ON TUESDAY, NOVEMBER 2, 1976 BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA that pursuant to the provisions of Chapter 4, Part 2, Division 12, of the Elections Code of the State of California, and of Section 23302 thereof, and pursuant to Articel XIX of the Charter of the City of Alameda, a Special Municipal Election for the purpose of submitting to the electorate certain Charter amendments as set forth in the statements of the questions hereinbelow, be consolidated with the General Election of the State of California to be held Tuesday, November 2, 1976. BE IT FURTHER RESOLVED that the election precincts, polling placen, voting booths, and election officers who shall conduct said Special Municipal Election are hereby designated as to be the same as the election precincts, polling places, voting booths, and election officers as shall be designated, established and appointed by resolution or ordinance of the Board of Super- visors of the County of Alameda for the purpose of holding and conducting said General Election within the territory affected by this order of consolidation, and that said election shall be held in all respects as if there were only one election; BE IT FURTHER RESOLVED that the Board of Supervisors of said County of Alameda is hereby authorized and empowered to canvass the returns of said Special Municipal Election and certify the results thereof. BE IT FURTHER RESOLVED that the Board of Supervisors of the County of Alameda be, and it is hereby requested to make its order and to take such other and further proceedings as may be necessary to effect the consolidation of said Special Municipal Election with said General Election of the State of California. all in accordance with the laws of the State of California regulating and providing for the consolidation of elections. BE IT FURTHER RESOLVED that the exact form of the questions or propositions, which are four (4) in number, to be voted on at such General Election, and as the same are to appear on the ballot, are as follows: MEASURE A Shall the Charter of the City of Alameda be amended to limit the number of consecutive terms an elected official, other than Auditor or Treasurer, may serve to two terms? Said amendment will be accomplished by adding Section 2-14 to said Charter, all as fully set forth in Resolution Mn. 8578 of the Council of the City of Alameda. MEASURE B Shall the Charter of the City of Alameda be amended to require residency in the City of Alameda of elected officials and all officials appointed to Boards and Cummissfnns, but not other officers? Said amendment will be accomplished by amending Section 2-5 of said Charter, all as fully set forth in Resolution No. 8578 of the Council of the City of Alameda. MEASURE C Shall the Charter of the City f Alameda he amended to provide that two Councilmen, exclusive of the Mayor, be elected every two years? Said amendment will be accomplished by adding Section 2-6.1 to said Charter, all as fully set forth in Resolution No. 8578 of the Council of the City of Alameda, MEASURE D 'YES ` ..'.... Shall the Charter of the City of Alameda be amended to provide ........,,... that all Board and Commission members be appointed by the City 'YES . Council without requiring nomination of the Mayor? Said ..^.......... amendment will be accomplished by adding Section lO-l.l and , NO . amending Section I0-2, 10-3. 10-4 and 10-4.1, all as fully set ...,......... forth in Resolution No. 8578 of the Council of the City of Alameda. BE IT FURTHER RESOLVED that the measures hereinabove referred to shall be designated on the ballot as 'Proposed Amendments to the Charter of the City of Alameda` California." BE IT FURTHER RESOLVED that in the event said Board of Supervisors deems it not possible to place all of said propositions on the consolidated ballot herein requested, that the Measures as hereinabove set forth shall be considered in the priority listed for selection thereon. BE IT FURTHER RESOLVED that the City Clerk of the City of Alameda is hereby directed to immediately file with the Board of Supervisors, County of Alameda, State of California, this Resolution, duly certified by said City Clerk, and file a copy of said certified Resolution with the County Clerk of the County of California, State of California. x*** ***^** I' the undersigned, hereby certify that the foregoing Resolution was duly and regularly introduced and adopted by the Council of the City of Alameda in regular meeting assembled on the l7th day of August, 1976, by the following vote, to wit: AYES: Councilmen Beckam, Diament, Sherratt and President Corica, (4).
