CITY OF ALAMEDA RESOLUTION NO. 8587
AMENDING THE COMPREHENSIVE GENERAL PLAN OF THE CITY OF ALAMEDA
BY ADOPTING THE COMBINED SEISMIC SAFETY/SAFETY ELEMENT THEREOF
AND CERTIFYING THE ENVIRONMENTAL IMPACT REPORT FOR SAID ELEMENT
WHEREAS, by its ordinance No. 1586 New Series, enacted April 8, 1969, the City adopted
as its comprehensive, long-term general plan for the physical development of the City, that
certain document consisting of text, diagrams, maps and other materials entitled, "Comprehensive
General Plan - 1990 for Alameda, California," all in accordance with Sections 65300 and
following, Government Code of California; and
WHEREAS, by state mandate found in Sections 65302 (g) and 65302 (i) of said Code, the
City is required to adopt a seismic safety element consisting of the identification and appraisal
of seismic hazards and a safety element for the protection of the community from fires and
geologic hazards, said elements being defined and described as the Combined Seismic Safety/Safety
Element of the said General Plan; and
WHEREAS, the City Council, on its own motion, authorized an additional study, of airport
related safety hazards in the City for inclusion with the Safety Element; and
WHEREAS, the City Council has had prepared such documents entitled, "Seismic Safety
Element-City of Alameda-Policy Section, May, 1976," "Seismic Safety Element-City of Alameda-
Technical Section, May, 1976," and "Airport Safety-City of Alameda, June, 1976," the same having
been submitted to and considered by the Planning Board, which duly noticed and held public hearings
thereon, and which, on August 30, 1976, approved said Element and recommended adoption byte
City of the Seismic Safety Report of the Combined Seismic Safety/Safety Element, including the
Replacement Pages dated August 20, 1976, and of the Airport Safety Report of the Combined Seismic
Safety/Safety Element, including the Replacement Pages dated August 20, 1976; and
WHEREAS, the City Council on September 21, 1976, received said Board's report and recommen-
dations, held a public hearing on the questions of whether said Element conforms to general law and
whether its adoption would be in the public interest, heard testimony and took other evidence
thereon, following which said Council considered the matter and was fully advised in the premises;
and
WHEREAS, the Planning Board and the City Council have reviewed and considered a Final
Environmental Impact Report for said Element;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA that the City's
said comprehensive General Plan be and hereby is amended by adopting its Combined Seismic Safety/
Safety Element for the identification and appraisal of seismic hazards, for the protection of the
community from fires and geologic hazards and for land use planning purposes in the vicinity of
airports, those documents hereinabove referred to entitled, 'Seismic Safety Element-City of
Alameda Policy Section, May, 1976,"; "Seismic Safety Element-City of Alameda, Technical Section,
May, 1976," and "Airport Safety-City of Alameda, June, 1976," as heretofore filed in the office
of the City Clerk.
BE IT FURTHER RESOLVED that said Council certifies that it has reviewed the considered
the information contained in the "Final Environmental Impact Report-Seismic Safety and Safety
Elements-City of Alameda-June, 1976,'' and further certifies that said Report has been completed
in compliance with California Environmental Quality Act and state guidelines.
