Resolution 08593206 CITY OF ALAMEDA RESOLUTION NO, 8593 A RESOLUTION OF THE, CITY COUNCIL OF THE CITY OF ALAMEDA DETERMINING THE EXISTING FINAL ENVIRONMENTAL IMPACT REPORT PREPARED BY A. D. LITTLE, INC, IS ADEQUATE AS TO THE HARBOR BAY ISLE ULTIMATE PROJECT DESCRIPTION WHEREAS, the City Council of the City of Alameda has considered whether the existing certified Final Environmental Impact Report, prepared by A. D, Little, Inc. is adequate as to the revised Harbor Bay Isle ultimate project description; and WHEREAS, said City Council reviewed and submits the following comparative analysis of the Harbor Bay Isle project description in the certified A. D. Little EIR to the current project description: 1. Increase in acreage from 908.7 acres (AOL, 11-1) to 917.6 acres through the addition of the Falaschi property (6.6 acres) and recalculation of dry land/ water coverage. 2. Decrease in maximum number of dwelling units from 4,950 (ADL 11-4) to 3,200. 3. Decrease in gross residential density from 9.5 dwelling units per acre (ADL, 11-10) to 5.35 dwelling units per acre. 4. Deletion of the 3 acre Village Commons Recreation Centers (ADL, 11-10), and aubstitutior of the Harbor Bay Isle Club on a 10.3 acre site (9 acres of dry land) near Bay Farm Island Bridge and San Leandro Channel, 5. Substitution cf optional membership in Harbor Bay Isle Club for mandatory membership in Village Commons Recreation Centers. 6. Reduction in land allotted for school sites from 32 acres (ADL, 11-15) to 25 acres. The original plans called for a 24 acre site next to the Bay Farm island Bridge (ADL, 11-15), and the current project description allows 17 acres adjacent to Island Drive and north of C Street, making room for the proposed Harbor Bay Isle Club Recreation Center. 7. Reduction in public recreation land area from 44.4 acres (ADL, 11-15, 17) to 18.2 acres. The original project description included a 100 foot wide perimeter reserve along the Bay edge covering approximately 32.6 acres (AOL, 11-16) and two 6 acre parks within the residential community (ADL, 11-17). The current project description includes the earlier 6 acre park adjacent to the Marketplace a 3 acre site in Village III, two small sites on the Bay edge in Villages II and IV totalling one acre, and a 5.2 acre site adjacent to a school site in Village IV, The current project description states that BCDC policy does not reouire a 100 foot wide band along the Bay edge and that periodic park nooks an the Bay edge connected by an interior public circulation corridor are sufficient. 8. Increase of size of Marketplace from 8 acres (ADL, 11-19) to 11.1 acres. The current project description states that the retail/commercial footage is approximately the same. 9. Location of ecumenical/cultural community center next to the Marketplace instead of at the proposed Marina development on the western tip of the total project (ADL, 11-19): and WHEREAS, the City Council has determined that the existing A. D. Little EIR is adequate to cover the current ultimate project description, The City Council makes this determination on the basis of the following findings: 1. The principal differences between the project described in the A.D. Little and the current ultimate description (accompanying R-76-5) is a reduction in the number of dwelling units (4,950 to 3,200), the addition cf some commercial property (6 acres) and the relocation of a common recreation facility near the Bay Farm Island Bridge which may be open to non-residents of Bay Farm Island as well as residents. 2. The current Harbor Bay Isle project description, like the original project, con- templated development of Bay Farm Island as a predominently low density, water oriented, residential community. 3. Reduction of the maximum number of dwelling units from 4,950 to 3,200 could mitigate the adverse impacts of the original project as identified by the A. D. Little EIR. 4. The additional commercial facilities are within the total impacts described in the A. D. Little Report and additional mitigating steps may be required for local problems when the commercial planned development for the additional commercial facilities is considered for approval. 5. The relocation of the recreation center and additional use of the facilities are within the total impacts described in the A. D. Little Report and additional mitigation steps may be required for local problems when the planned development for the recreation area is considered for approval. 6. The Noise Element of the General Plan updates the noise considerations of the A. D. Little Report and required conformance of any project to the Noise Element will mitigate noise concerns expressed in the A. D. Little Report. 7. None of the above findings should be construed to require the Planning Board to approve any planned development application contemplated by the A. D. Little Report. 8. None of the above findings should be construed to limit the Planning Board's power to require information concerning the effects of planned development applications. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA that said Council determines that the existing A. D.
