DECLARING CANVASS OF RETURNS AND RESULT OF GENERAL MUNICIPAL ELECTION
CONSOLIDATED WITH SPECIAL MUNICIPAL CHARTER AMENDMENT ELECTION AND
SPECIAL MUNICIPAL INITIATIVE ELECTION HELD ON MARCH 8, 1977
WHEREAS, a General Municipal Election consolidated with a Special Municipal Charter
Amendment Election and Special Municipal Initiative Election was held in the City of Alameda on
Tuesday, March 8, 1977, under and pursuant tothe provisions of Article XIX of the Charter of
said City, for the purpose of electing officers to the offices of Councilman, Member of the Board of
Education, Auditor and Treasurer, and for the further purpose of submitting to the qualified
electors of said City amendments to the Charter of the City of Alameda and an Initiative Measure,
as set forth hereinafter:
Two (2) Councilmen on the Council of said City for two full terms, each term commencing
at 8:00 o'clock p,m. on the third Tuesday in April, 1977, and continuing for four (4)
years thereafter and until a successor is elected and qualified;
One (1) Councilman on the Council of said City for one two-year term commencing at
8:00 o'clock p.m. on the third Tuesday, in April, 1977, and continuing for two (2)
years thereafter and until a successor is elected and qualified;
Three (3) Members of the Board of Education of said City for a term commencing at 8:00
o'clock p.m. on the third Tuesday in April, 1977, and continuing for four (4) years
thereafter and until a successor is elected and qualified;
One (1) Auditor of said City for a full term commencing at 8:00 o'clock p.m. on the third
Tuesday in April, 1977, and continuing for four (4) years thereafter and until a successor
is elected and qualified;
One (1) Treasurer of said City for a full term commencing at 8:00 o'clock p.m. on the
third Tuesday in April, 1977, and continuing for four (4) years thereafter and until
a successor is elected and qualified.
MEASURE A
Shall the Charter of the City of Alameda be amended to limit the member of consecutive
terms an appointed official may serve to two terms? Said amendment will he accomplished
by amending Section 2-14 of said Charter, all as fully set forth in Resolution Na. 8641
of the Council of the City of Alameda.
MEASURE B
Shall the Charter of the City of Alameda he amended to provide that all Charter Boards
shall have four year terms? Said amendment will be accomplished by amending Sections
10-2 and 10-4.1 of said Charter, all as fully set forth in Resolution No. 8541 of the Council
of the City of Alameda.
MEASURE C
Shall the Charter of the City of Alameda be amended to provide that the name of the
Social Service Board be changed to Social Service Human Relations Board, that said
Board shall consist of nine members, each of said members to serve a four year term,
and to have such powers and duties as the City Council shall specify by ordinance?
Said amendment will be accomplished by amending Sections 10-1, 10-4, and 15-1 of said
Charter, all as fully set forth in ResolutionNo. 8641 of the Council of the City of
Alameda.
MEASURE D
Shall the Charter of the City of Alameda be amended to provide that each Councilman
shall receive $50.00 for each meeting of the Council which he shall attend; provided,
that no Councilman shall receive such fees for more than two meetings in any one calendar
month? Said amendment will be accomplished by amending Section 2-4 of said Charter,
all as fully set forth in Resolution Na, 8641 of the Council of the City of Alameda.
INITIATIVE MEASURE E
Shall the City of Alameda construct an extension of Fernside Boulevard from Otis Drive to
Encinal Avenue, as approved by itsResolution Number 6733, adopted January 1965 and in accordance
with Alameda Engineering Department Drawing Number 5188C, Case 51?
WHEREAS, nominating petitions were duly and regularly presented to, and filed in the office
of the City Clerk of the City of Alameda, in the time, form and manner prescribed by law, nominating
for said offices the following persons, to wit:

WHEREAS, said nominations were entered in a list, with the offices to he filled, which list
was certified to and filed in the time, form and manner prescribed by law, whereupon a
notice of Nominees for Public Office containing a statement of the time of the election, the offices
to be filled, and the names of the candidates to be voted on, was duly and regularly issued more
than ten (1Q) days before said election and was published twice in the official newspaper of said
City, the last publication thereof being more than five (5) days before the date of said election and
WHEREAS, a notice of the Proposed Amendments to the Charter of the City of Alameda, and
a notice of the Initiative Measure, both certified by the City Clerk, were duly issued and published
in the official newspaper of said City in the manner and time prescribed by law; and
WHEREAS, there were 74 election precincts within the City of Alameda fixed the designated by
resolution of the Council of said City and designated, fixed and established by the Board of Super -
visors of the County of Alameda, State of California, as the election precincts for holding the
aforesaid General Municipal Election consolidated with Special Municipal Charter Amendment Election
ans Special Municipal Initiative Election of the City of Alameda; and
WHEREAS, all of the ballots used for said election were prepared, as to form and contents,
as prescribed by law, and a sample ballet was mialed to each voter of the City of Alameda within the
time and in the manner provided by law and such mailing was completed at least ten (10) whole days
preceding the date of said election; and
WHEREAS, the officers of elation for said election were duly appointed and qualified, and
all election supplies furnished and election booths provided for each precinct as provided by law;
and
WHEREAS, the Council of the City of Aalmeda, at this, its next regular meeting following said
election, has met and fully canvassed the returns of the votes cast at said General Municipal Election
consolidated with Special Municipal Charter Amendment Election and Special Municipal Initiative
Election as required by law, and being fully advised in the premises, and having the returns of said
canvass before it;
NOW, THEREFORE, BE IT REOSLVED, DETERMINED AND DECLARED BY THE COUNCIL OF THE CITY OF ALAMEDA
and said Council finds, as follows:
(1) That said General Municipal Election consolidated with Special Municipal Charter Amendment
Election and Special Municipal Initiative Electionwas held, conducted and the votes cast thereat
received and canvassed, and the returns thereof ascertained, determined and declared, in all respects
and particulars in the time, form and manner provided by law.
(2) That the number of votes given at each precinct to each of the aforesaid candidates and
measures was as shown in the result of Votes Cast, on file in the office cf the City Clerk, cony of
which is attached hereto.

NOW, THEREFORE, BE IT RESOLVED, DETERMINED AND DECLARED that the aforesaid Anne B. Diament
and Charles A. Tillman, having received the two highest numbers of votes cast for the office of
Councilman, were and are hereby' declared to be duly and regularly elected to the office of Council-
man of the City of Alameda each for a term beginning at 8:00 o'clock p.m., on the third Tuesday in
April, 1977, and continuing for four (4) years thereafter and until a successor is elected and
qualified;
BE IT FURTHER RESOLVED AND DECLARED that the aforesaid George W. Beckam, Jr., having received
the third highest number of votes cast for the office of Councilman, is, and he is hereby declared
to be, duly and regularly elected to the office of Councilman of the City of Alameda for a term
beginning at 8:00 o'clock p.m, on the third Tuesday in April, 1977, and continuing for two (2)
years thereafter and until a successor is elected and qualifed;
BE IT FURTHER RESOLVED AND DECLARED that the aforesaid Lois R. Hanna, William P. Hargraves,
Jr., and Elaine "Lee" Kurlinski, having received the three highest numbers of votes cast, for the
office of Member of the Board of Education, were, and are hereby declared to be, duly and regularly
elected to the office of Member of the Board of Education of the City of Alameda, each for a term
beginning at 8:C0 o'clock p.m., on the third Tuesday in April, 1977, and continuing for four (4)
years thereafter and until a successor is elected and qualified;
BE IT FURTHER RESOLVED AND DECLARED that the aforesaid Raymond D. Martin and Ellen Schmalenherger,
having each received the highest number of votes cast for the offices of Auditor and Treasurer,
respectively, were, and they are hereby declared to be' duly and regularly elected to the offices
of Auditor and Treasurer, respectively, of the City of Alameda for terms beginning at 8:00 o'clock
p.m., on the third Tuesday in April, 1977, and continuing for four (4) years thereafter and until
a successor is elected and qualified;
BE IT FURTHER RESOLVED AND DECLARED that the aforesaid Measure A, Measure B, Measure C, Measure
D an d Initiative Measure E, having each received a majority of the number of "Yes" votes cast,
were, and they are hereby declared to be, passed.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
introduced and adopted by the Council of the City of Alameda in regular meeting assembled on the
15th day of March, 1977, by the following vote, to wit:
AYES: Councilmen Reckam, Diament, Hurwitz and President Corica, (4).
NOES: None.
ABSENT: Councilman Sherratt, (1).
