CITY OF ALAMEDA RESOLUTION NO, 8694
EXPRESSING OBJECTION TO FEDERAL REQUIREMENTS THAT BALLOT
MATERIALS BE PRINTED IN OTHER THAN THE ENGLISH LANGUAGE
WHEREAS, Alameda has a small non-English speaking community; and
WHEREAS, Alameda formerly kept translations of election materials on file for
distribution with the City Clerk; and
WHEREAS, federal regulations now require distribution of translations to all voters
under certain conditions; and
WHEREAS, under said regulations Alameda is required to distribute a translation; and
WHEREAS, said distribution materially raises the cost of running for office in Alameda
or placing measures on the ballot, and places a financial burden on potential candidates and
could discourage them from running for local public office, particularly those of low income.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA that said Council
does hereby protest the federal requirement that translations be provided with all ballot
materials.

introduced and adopted by the Council of the City of Alameda in regular meeting assembled on
the 5th day of April, 1977, by the following vote, to wit:
AYES: Councilmen Beckam, Diament, Hurwitz, Sherratt and President Corica, (5).
NOES: None.
ABSENT: None.
