APPROVING THE APPLICATION FOR URBAN PARK AND
RECREATION RECOVERY ACT FUNDS FOR WASHINGTON PARK
AREA A DEVELOPMENT PROJECT
WHEREAS, the Congress, under Title X of Public Law 95-625,
has authorized the establishment of The Urban Park and Recreation
Recovery Act, providing matching funds to local urban governments
for the revitalization of their recreation systems; and
WHEREAS, the City of Alameda hereby assures and certifies
that it will comply with all Heritage Conservation Recreation
Service requirements for Urban Park and Recreation Recovery Act
grants; and
WHEREAS, said procedures further require the applicant to
possess an adopted plan showing park and recreation lands and
facilities, existing and proposed; and
WHEREAS, the Comprehensive General Plan of the City of
Alameda was first adopted by the City Council on April 18, 1969,
by Ordinance No. 1586 N.S.; and
WHEREAS, Part V of said application contains assurances
that the applicant must comply with; and
WHEREAS, the Washington Park Area A Development Project
appears on the City's Plan and is consistent with the California
Outdoor Recreation Resources Plan; and
WHEREAS, the Project must be compatible with the and
use plans of those jurisdictions immediately surrounding the
Project,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF ALAMEDA that said Council hereby:
1. Approves the filing of a rehabilitation application
for Urban Park and Recreation Recovery Act Fund Assistance; and
2. Appoints the Director of Recreation and Park Depart-
ment as agent of the City to conduct all negotiations, execute
and submit all documents, including but not limited to applica-
tions, agreements, amendments, billing statements, and so on
which may be necessary for completion of the aforementioned
project.
3. Certifies that said agency has or
funds from the Dwelling Unit Tax Fund.

4. Certifies that said agency understands the assurances
in Part V of the application and certifies that it will comply
with the Regulations, Policies, Guidelines, and Requirements, in-
cluding Office of Management and Budget Circulars Nos. A-87, A-95
and A-102 as they relate to the application.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly introduced and adopted by the Council of the City
Of Alameda in regular meeting assembled on the 4th day of September, 1979,
by the following vote, to wit:
AYES: Councilmen Diament, Sherratt, Stone, Tillman, and
President Corica, (5).
NOES: None.
ABSENT: None.
