Resolution 09357CITY OF ALAMEDA RESOLUTION NO. AMENDING THE GENERAL PLAN OF THE CITY OF AMEDA BY AMENDING THE PROPOSED LAND USE MAP DESIGNATION OF THE COMBINED LAND USE PLAN, AMENDING TIE TEXT NECESSARY FOR CONSISTENCY WITH SAID MAP DESIGNA'T'ION CHANGE AND RECOGNIZING ADEQUACY OF THE RANCHO BAHIA ENVIRONMENTAL IMPACT REPORT FOR SAID AMENDMENT WHEREAS, by its Resolution No. 9105, adopted July 3, 1979, the City adopted as its Combined Land Use Plan that certain document entitled "Combined Land Use Plan - Land Use, Open Space and Circulation - Alameda, California - Proposed September 1977" with revision entitled "City of Alameda Combined Land Use Plan - Land Use, Open Space and Circulation - Revised by the Planning Board February, 1979." in accordance with Sections 65302 and following of the Government Code of California; and WHEREAS; there has been prepared an amendment to said Combined Land Use Plan to amend the Proposed Land use 'map 'designa- tion for the Silva Farms 17.82 site on Oleander Avenue from Single Family to Special Single Family and to the text of said Plan to be consistent with the map designation change, the same having been considered by the Planning Board, which duly noticed and held public hearings thereon, and which, on June 9, 1980, approved said amendment and recommended adoption thereof by the City, and WHEREAS, the Planning Board examined a comparative analysis of the Rancho Bahia project description in the Earth Metrics EIR and the current project description pursuant to Section 15067 of the Guidelines for the implementation of CDQA and, following a public hearing on the matter and examination of pertinent maps, drawings and documents, determined the adequacy of the Rancho Bahia EIR prepared by Earth Metrics, Inc., with additional initiga- tion measures as set forth in its Resolution No 1060 adopted on May 12, 1980, and WHEREAS, on July 15, 1980, the Council considered the Rancho Bahia EIR, as supplemented by Planning Staff analysis prc;- pared on May 5, 1980, held a public hearing on the questions of whether the amendment to the Combined Land Use Plan conforms to general law and whether its adoption would be in the public interest, heard testimony and took other evidence thereon, follow- ing which said Council considered the matter and was fully advised in the premises; NOW THEREFORE, 13E IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA that, pursuant to Sections 15067 and 1:5168 o the Guidelines for the implements of CEQA, said Council recognizes the adequacy of the Rancho Bahia Environmental Impact Report with additional, mitigation measures as recommended by the Planning Board in its Resolution No. 1060 and certifies that said Report has been completed in compliance with the Calforni.a'Environmental Quality Act and State guidelines; BE IT FURTHER RESOLVED that the City's Combined Land Use Plan be and hereby is amended as follows: 1. On Page 91 the Proposed Land Use plan map designation for the Silva Farms site on Oleander Avenue is changed from Single Family to Special Single Family. 2. On Page 153, under Bay Farm Island and Use Recommenda- tions, Residential Areas, subsections (d) and (f) of Section 2. Outside Harbor Bay Isle shall read as follows: (d) The land used for agriculture south of Oleander Avenue and east of the Garden Isle Townhouses, including the 5.94 acre Victorian Village property and the 2.85 acre Olivera Farm, should be designated Single Family with a delayed development overlaY Pending compliance with the Noise Element and AirPort Safety Element standard and Policies; the portion of the agricultural land including the 17.82 acre Silva Farms property should be designated Special Single Family with a delayed development overlay Pending comPliance with the Noise Element standards and policies and the Airport Safety Element constraint limit- ing density. (f) The vacant 0.94-acre site at the end of Magnolia Drive should be designated Special Single Family. Any developments must conform to the applicable standards of the City's Noise Elerent standards and the Airport Safety Element density constraint.
