15000 -15203 OF THE STATE OF CALIFORNIA, "STATE EIR
GUIDELINES;" WITH AMENDMENTS, ADOPTIONS AND
DELETIONS THERETO, PROVIDING PRINCIPLES, OBJECTIVES,
CRITERIA AND DEFINITIONS FOR THE IMPLEMENTATION OF
THE CALIFORNIA ENVIRONMENTAL QUALITY ACT OF 1970
