Resolution 09414CITY OF ALAMEDA RESOLUTION NO. 9414 AMENDING THE COMBINED LAND USE PLAN OF THE GENERAL PLAN OF THE CITY OF ALAMEDA RELATING TO TRACT 4500 WHEREAS, by its Resolution No. 9105, adopted July 3, 1979, the City adopted as its Combined Land Use Plan that certain document entitled "Combined Land Use Plan - and Use, Open Space and Circulation - Alameda, California - Proposed September 1977" with revision entitled "City of Alameda - Combined; Land Use Plan - Land Use, Open Space and Circulation - Revised by the Planning Board February, 1979," in accordance with Sections 65302 and following of the Government Code of Cal fornia, and WHEREAS, there has been prepared amendments to said Combined Land Use Plan to amend the Proposed Land Use Map, Circu- lation Map and Location of Open Space and School Sites Map and the text of said Plan to be consistent with the map designation' changes, all relating to Tract 4500 of Harbor Bay Isle, the same having been considered by the Planning Board, which duly noticed and held public hearings thereon, and which, on September 24, 1980, by its Resolution No 1090, approved said amendment and recommended adoption thereof by the City; and EREAS, the Planning Board reviewed and considered the information contained in the Environmental Impact Report prepared by A. D. Little, Inc, and certified as final by the City Council, as supplemented by the Combined Land Use Plan and the Noise Element of the City's General Plan, and determined to be adequate to over the revised ultimate project description of the Harbor Bay Isle development, with 'special reference to Tract 4500, by this Council on April 1, 1980; and WHEREAS, on November 18, 1980, the Council received said Board's recommendations, held a public hearing on the questions of whether said amendments to the Combined Land Use Plan conform to general law and whether its adoption would be in the public interest, heard testimony and took other evidence thereon, follow- ing which said Council considered the matter and was fully advised in the premises; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE 'CITY OF ALAMEDA that, pursuant to ;Sections 15067 and 15168 of the Guidelines for the implementation of the California Environmental Ouality;Act, said Council recognizes the adequacy of the Environ mental Impact Report prepared by A. D. On page 192; under :AND' USE RECOMMENDATIONS, Residential Areas, subsection -e. of Section 1, Within Harbor Bay Isle shall be amended to read: e. Village V should be designated as Single-Family. The development approach could include separate areas of both single- family detached dwellings and single - family attached, or cluster housing, similar to that approved elsewhere in the Harbor Bay ' -Isle development. 5. On page 194, under IAND USE RECOMMENDATIONS, Industr' Areas, Section 1, Within Harbor Bay Isle shall be amended by elim rating' sub section e.; by reletterng subsections f. and g. to e. and f.; and by amending subsections c. and d. to read: c. Business Park uses should be landscaped, visually enclosed, scaled and sited so as to be compatible with nearby land uses. d. Truck traffic from the Business Park should be routed so that it does not go through residentially zoned areas. 6. On page 197, under_ OPEN SPACE RECOMMENDATIONS, Within Harbor Bay Is Section 4 shall be eliminated, and Sections 5, 6, 7 and 8 shall be renumbered 4, 5, 6 and 7 respectively. 7. On page 198, un(2., CIRCULATION RECOMMENDATIONS, Net- work Modifications, subsection (1) of Section 2. Specific Altera- tions and Extensions, a. Mecartney Road shall be amended to read: (1) Avenue to line cove Mecartney shoreline Mecartney Road should be extended from Catalina the shoreline band in the vicinity of the shore- and the lagoon in Village V. This extension of Road will serve as access to Village V and to the park. 8. On pages 199 and 200, under CIRCULATION RECOMMENDATIONS, Network Modifications, subsections (1.} and (2) of Section 2 Specific Alterations and Extensions, c. Catalina Avenue shall be amended' to read: (a) Catalina Avenue should not be extended northward from its existing terminus at Fontana Drive. A southward extension of Catalina Avenue om its location along the border of Village =V Villages III and I should proceed across Mecartney Road to connect with Bay Edge Road and the residential area in Village V easterly of Bay Edge Road„ (b) The existing segment of Catalina Avenue through the northern portion of the Harbor Bay lsle property extending to the shoreline park between Villages III and IV should be renamed to distinguish it from the other "existing segment of Catalina Avenue. (d) The responsibility for improvement should be borne by the developer. e) The location of the extension of Magnolia, near its intersection with City Line Road (Harbor Bay Parkway), should consider safety in relation to the Gun Club. 9. On page 200, under CIRCULATION RECOMMENDATIONS, Net- - work Modifications, subsection d. city Line Road of Section 2. Specific Alterations and Extensions shall be amended to read: (l) City Tine Road should be extended into the light- industrial area of Harbor Bay Isle. The road should be aligned so that it essentially bisects the Business Park, providing for an approximate equivalent amount of development on both sides (see Fig. 20, Proposed Land Use Plan, back pocket) The extension of City Line Road -may terminate near the shoreline band. A secondary connection with the western portion of Meeartney Road should be permitted the purposes of reducing local traffic for Bay Farm Island residents working in the Business Park and of providing fire department; police, and ambulance connections for safety and security. (2) Construction of the road should be staged beginning at the easterly end so (.hat 1:dustr_ development proceeds in an orderly fashion. City Line Road should carry all truck traffic associated with the industrial development. Sub,je to design constraints;; signs should be posted at suitable places, Particularly at intersections of Doolittle Drive with City Line Road and with Island Drive, indicating that City Line Road is the truck route on Bay Farm Island, (4) Appropriate entrances sYiould be constructed at the northern entrances to the Business Park and should include signing or o er 'measures to prohibit the egress 'of truck traffic to the northwest. 10. On page 200, under CIRCULATION RECOMMENDATIONS, Network Modifioations; ,subsection e. Island Drive shall be added to Section 2 Specific Alterations and Extensions to read: Island Drive Southern Extensto of Catalina (a) Is =land Drive should not be extended om ats present - terminus at Catalina Avenue to he extension of City Line Road within the Business Park. However, emergency access plus Pedestrian and bicycle access on that alignment should be provided. Detailed design of the emergency access shall be brought back to the Planning Board for final approval. 11. On page 201, under CIRCULATION RECOMMENDATIONS, Net - Work Modifications, subsection (2) of subsection a. and subsection b. of Section 5: Bicycle Circulation System shall be amended to reads (2) A separate recreation bike path around the bay edge. To complete the circle of this bay edge bike path and lank it -up with the Bay Farm Island street system at the southern end, an off- street bike path should be developed through the industrial area connecting between the bay edge bike path and City Line Road (see fig. 40, p: 196).
