Resolution 09464CITY OF ALAMEDA RESOLUTION NO, 9464 CONFIRMING CANVASS BY REGISTRAR OF VOTERS OF ALAMEDA COUNTY OF STATE GENERAL ELECTION HELD NOVEMBER 4, 1980 WHEREAS, the Registrar of Voters of the County of Alameda did duly canvass the votes cast in the City of Alameda, County of Alameda, State of California, at the Special Municipal Charter Amendment Election consolidated with the State of California General Election held on November 4, 1980, in said City by the electors of said City upon the Charter Amendment Measures herein- after set forth, and the Registrar of Voters of said County did certify to this Council the result of the votes cast at said Election upon said Measures, which certification is now on file in the office of the City Clerk of said City of Alameda. NOW, THEREFORE0 BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA as follows: 1. Said canvass by the Registrar of Voters of Alameda County as shown by said certification and the result of said Election is hereby ratified, confirmed and approved. 2. At said Election the following Charter Amendment Measures to the Charter of the City of Alameda were submitted to the elec- tors of said City and the number of votes cast in said City for and against said Measures were as follows: AMENDMENTS TO THE CHARTER OF THE CITY OF ALAMEDA TOTAL TOTAL VOTE VOTE "YES" "NO" MEASURE A: Shall the Charter of the City of Alameda 11,391 8,534 be amended to provide for specific qualifica- tions and duties of an elected Auditor and an elected Treasurer and by placing provisions for the financial management of the City in the Finance Article of the Charter? Said amendment will be accomplished by amending Sections 4-1, 4-2, 5-1 and 5-2, by adding Sections 17-14, 17-15 and 17-16 and by repeal- ing Sections 4-3, 4-4, 4-5, 4-6, 4-7 and 5-3 of the Charter, all as fully set forth in Resolution No. 9359 of the Council of the City of Alameda. TOTAL TOTAL VOTE VOTE "YES" NO" MEASURE B: Shall the Charter of the City of Alameda 12,569 8,212 be amended to provide that no additional financial burdens may be imposed on the tax - payers of the City `as -a result of binding, fact finding, arbitration or parity without approval of the voters by providing that no wages, benefits or employee related expenses shall be paid by the City that have not been approved by a resolution of the City Council until additional revenues and appropriations therefor have been approved by a vote of the people pursuant to Proposition 13 (Jarvis -Gann Initiative) and Proposition 4 (Gann Initiative)? (By adding Section 17 -17 pursuant to Resolution No 9368.) MEASURE C: Shall the Charter of the -City of Alameda 10,928 10,431 be amended to provide that fir efigYters' wages, hours and working conditions shall be estab- lished by compulsory and binding arbitration where negotiations required by said Charter amendment do not produce agreement with the City and to provide for the discharge of firefighters who willfully engage in strikes prohibited by said amendment? Said amendment will be accomplished by adding Sections 27 -1 through 27 -4 to a new Article XXVIS of the Charter, all as fully set forth in'Resolution No. 9367 of the Council of the City of Alameda. 3. The total number of votes cast in said City of Alameda at said Special Municipal Charter_ Amendment Election and the total number of votes given in each precinct for and against said Charter Amendment Measures was and is as set forth in said canvass by the Registrar of Voters of Alameda County. 4. More than a'rmajority o all the votes cast at said Special Municipal Charter Amendment Election on Measures A, B and C were in favor of said Measures and authorized the Amendments to the Charter of the City of Alameda as set forth in said Charter Amendment Measures and said Measures passed. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the 6th day of January, 1981, by the following vote, to wit: AYES: Councilmen Diament, Sherratt, Stone, Tillman and President Corica - 5.
