REAFFIRMING POLICY IN FAVOR OF OPEN HOUSING AND
URGING SUPPORT THEREOF BY GENERAL PUBLIC
Section 1. The City Council of the City of Alameda
reaffirms its support of all legislative attempts to eliminate
discrimination in housing accommodations based upon race, color,
religion, national origin, ancestry, sex or handicap. Any such
discrimination in violation of law, or its intent, is contrary
to national and state policy, to which policy this City Council
fully subscribes.
Section 2. The concept of "'open housing" implies that no
person offering housing accommodations for sale or rent will
refuse to sell, rent, lease or otherwise deny to or withhold from
any person such accommodations because of race, color, religion,
national origin, ancestry, sex or handicap, when such person
meets the standards which the owner or lessor in fact requires of
all prospective buyers er tenants:
Section_ 3. The City Council hereby calls'upon all citizens
of Alameda to support actively, in spirit and in fact, the policy
in favor of open housing in this resolution set forth. The City
Council urges all property owners and all persons whose business
it is tro furnish housing accommodations, whether by sale or
ntal, to implement this policy, and thereby contribute to the
el'Lmini:ition of such discrimination as may exist, whether open
or subtle
Section 4. Statutes against discrimination, both federal
and state, are controlling upon municipalities and preclude local
regulation in this field. Persons aggrieved by violations of
these laws are encouraged to avail themselves of the adminis-
trative machinery provided by such laws, with the knowledge that
the City of Alameda fully supports the law' and the goal it is
intended to achieve.
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by the
Council of the City of Alameda in regular meeting assembled
on the 6th day of January, 1981, by the following vote, to wit:
AYES: Councilmen Diament, Sherratt, Stone, Tillman and
President Corica - 5.
NOES: None.
ABSENT: None.
