RECORDING OPPOSITION OF THE COUNCIL OF THE CITY OF
ALAMEDA TO THE GOVERNOR'S PROPOSED BUDGET FOR }FISCAL
YEAR 1981 -82 WHICH WOULD W1 HDRAW STATE FINANCING
OF LOCAL GOVERNMENT OPERATIONS
WHEREAS, the Governor of California has submitted a pro-
posed 1981 -82 State Budget to the Legislature which would sharply
reduce revenues to cities of this State and change the distribution
of property taxes now supporting city governments in California, and
WHEREAS, the Governor's Budget proposal maintains State
programs through funding caseload and workload increases, price
adjustments, merit salary increases and partial cost of living in-
creases, and provides new spending for prisons, pesticides, toxic
materials, earthquake readiness, and conservation and ect
investments while reducing revenues to local governments wh ch will
necessitate major :program cuts in basic.: city services, and

NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF ALAMEDA that said Council does hereby oppose the Governor's
proposed 1981 -82 Budget as totally inadequate in addressing the
service needs of this City, Alameda County, the School District
serving; the children of this City, and special districts providinc
services to residents of this City; and

3. Retain property tax as a local government revenue
because local government services are property
related and because the property tax can provide
an incentive for cities, counties and districts to
seek new construction and growth.
4. Utilize a more equitable method than the Governor's
budget formula now contained in SB 111/AB 251 which
is based on the amount of bail -out assistance
received under AB 8 to allocate reductions in
revenues to local government agencies in 1981 -82.
Return the unsecured property tax collected in
Alameda County to the County for disbursement as
determined by the 'elected representatives of the
local government agencies within this County.
6 Eliminate the Governor's $120 million law enforce-
and crime prevention initiative. The initiative
re- directs money away from law enforcement in cities
to State projects and forces counties to channel
money which could be spent locally for jails through
the State Government at a time when the withdrawal
of such money from local agencies will cause reduction
of law enforcement' programs at the city level.
BF IT FURTHER RESOLVED that the City Clerk is hereby directed
to send copies of this resolution to the Governor of California,
to the State Legislators representing the people of this City, to
the League of California Cities and to the Alameda County Mayors
Conference.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by Council of the City
of Alameda in regular meeting assembled on the 17th of March, 1981
