AUTHORIZING EXECUTION OF AGREEMENT WITH ENVIRONMENTAL
SCIENCE ASSOCIATES, INC. IN CONNECTION WITH THE
DEVELOPMENT OF AN ENVIRONMENTAL IMPACT REPORT ON THE
ENCINAL TERMINALS MASTER PLAN
WHEREAS, Encinal Terminals, Inc. has proposed a Master Plan
for repair, modernization and enlargement of container and bulk
cargo port facilities, a new 252 berth marina, and interim
residential land uses within the City of Alameda; and
WHEREAS, the City of Alameda has determined that an
Environmental Impact Report must be prepared to fulfill the
requirements of the California Environmental Quality Act; and
WHEREAS, a proposed agreement with Environmental Science
Associates, Inc. for its services relating to the preparation of
an EIR for the Encinal Terminals Master Plan has been submitted to
this Council, and the Council is fully informed and aware of the
terms and conditions thereof; and
WHEREAS, it is in the best interests of the City of Alameda
that said agreement be entered into;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
ALAMEDA that the City Manager is hereby authorized and directed to
execute, for and on behalf of the City of Alameda, that certain
agreement referred to above by and between Environmental Science
Associates, Inc. and the City of Alameda for its services relating
to the development of an environmental Impact Report on the Encinal
Terminals Master Plan. The City Clerk is hereby directed to attest
to same.

I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 16th of February, 1982,
by the following vote to wit:
AYES: Councilmen Diament, Gorman, Sherratt, Stone and President Corica - 5.
NOES: None.
ABSENT: None.
