Resolution 09758CITY OF ALAMEDA RESOLUTION NO. 9758 CERTIFYING ENVIRONMENTAL IMPACT REPORT FOR PLAYA DE LA ALAMEDA PROJECT (2.22 ACRE PARCEL AT 716 CENTRAL AVENUE) BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA that said Council hereby certifies the Environmental Impact Report for a General Plan Amendment from Single Family to Special, Single Family and a Planned Development for Forty Housing Units at 716 Central Avenue, known as the Playa de la Alameda Project, and makes the followina findings of fact thereon: 1. The Final Environmental Impact Report, composed of the Draft Environmental Impact Report dated April, 1982, and the Final Addendum Environmental Impact Report dated May, 1982, and all comments and responses, has been completed in compliance with the California Environmental Quality Act, CEQA_Guidelines, and the Alameda Guidelines adopted pursuant thereto. 2, The City Council has reviewed both documents. 3. The mitigation measures contained in the Draft EIR and responses to comments are approved, excluding the mitigation measures set out in paragraph 4. 4. The following mitigation measures are excluded and the folio wing overriding considcrations are stated therefor a. Closure of the drive to project traffic. ay next to the El Taco restaurant Closure of the Central Avenue driveway to project traffic is not feasible as two adjacent property owners have recorded access easements over the driveway. Closure of the driveway or restriction of 'traffic to northbound or southbound traffic only would be in con - flict with these recorded easements. Regrading of driveway near 724 Central Avenue. Regrading of the driveway near 724 Central Avenue is not recommended as little improvement, if any, to visibility could be gained within the limited area and regrading would interfere with existing driveway leading into 724 Central Avenue, c Expansion of the marsh area in Crown Memorial State Beach Park. Expansion of the marsh area in Crown Memorial State Beach Park is not considered an economically feasible mitigation measure for a developer of low /moderate cost housing. d. Provide a locking gate with keys available for residents for access to Washington Park. Providing a locking gate with keys available to residents for access to Washington Park may create potential security problems for residents of the project. -1- 5. The following additional mitigation measures are approved: a. The developer shall provide additional landscaping within Washington Park in order to screen the lights from the baseball field. b. A No Left Turn" sign shall be installed at the exit of the Central Avenue driveway in order to mitigate potential traffic conflicts. c. The developer shall install caution signs as a sub- stitute for regrading the Central Avenue driveway in the vicinity of 724 Central Avenue. BE IT FURTHER RESOLVED that said Council certifies that it has reviewed and considered the information contained in the "Draft Environmental Impact Report, Playa de la Alameda, April, 1982" and the "Final Addendum Environmental Impact Report, Playa de la Alameda, May, 1982," for a General Plan Amendment from Single tr:\01 Family to Special Single Family and for the Plava de la Alameda r Project, and further certifies that said EIR has been completed in compliance with CEQA and state guidelines. BE IT FURTHER RESOLVED that the Playa de la Alameda Project is hereby approved and the Planning Director is directed to prepare and send a Notice of Determination to the appropriate offices. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the 1st day of June, 1982, by the following vote to wit: AYES: Councilmen Diament, Gorman, Sherratt and President Corica - 4.
