ACCEPTING PROPOSAL AS AGREEMENT (MORTENSON-RICE
ASSOCIATES, CONSULTANT SERVICES FOR HEALTH, DENTAL
AND LIFE INSURANCE EVALUATION)
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA
that the proposal of Mortenson-Rice Associates, dated November
8, 1982, a copy of which is attached, to assist the City in
determining the cost and effectiveness of the City's health,
dental and life insurance programs, is hereby accepted; and
BE IT FURTHER RESOLVED that said proposal and this
acceptance shall constitute the contract of the parties hereto.

Pursuarit to our recent conversation, Mortenson-Rice Associates would
suggest the following project to assist the City of Alameda in determining
the cost and effectiveness of the City's employee benefit program.
SCOPE:
*Evaluation of all data given by the City including
health costs, dental costs, basic life costs, LTD costs by
employee unit and loss history.
*Review of content of the current programs.
*Using above data, an analysis of optional financing
plans to reduce overall program costs. Such vehicles as
self-funding, minimum premium, combining programs would be
explored.
ost $50.00 per hour, not to exceed $3,750.
I have enclosed a copy of my resume for your review. T. would expect,
depending upon availability of data, to complete this project well in
advance of the adoption of the 1983-84 fiscal budget.
