CONFIRMING CANVASS BY REGISTRAR OF VOTERS OF ALAMEDA
COUNTY OF THE SPECIAL ELECTION AND SPECIAL CHARTER
AMENDMENT ELECTION CONSOLIDATED WITH THE STATE GENERAL
ELECTION HELD ON TUESDAY, NOVEMBER 2, 1982
WHEREAS, the Registrar of Voters of the County of Alameda
did duly canvass the votes cast in the City of Alameda, County of
Alameda, State of California, at the Special Election and the
Special Charter Amendment Election consolidated with the State
of California Ceneral Election held on November 2, 1982, in said
City, by the electors of said City upon the Charter Amendment
Measures and the Proposed Ordinance Measure hereinafter set forth,
and the Registrar of Voters of said County did certify to this
Council the results of the votes cast at. said Election upon said
Measures, which certification is now on file in the office of
the City Clerk of said City of Alameda.
NOW, THEREFORE, BE IT RESOLVED BY TH.E COUNCIL OF TEE CITY
OF ALAMEDA as follows:
1. Said canvass by the Registrar of Voters of Alameda
County as shown by said certification and the result of said
Election is hereby ratified, confirmed and approved.
2. At said Election the followinc Charter Amendment
Measures to the Charter of the City of Alameda were submitted
to the electors of said City and the number of votes cast in said
City for and against said Measures were as follows!
AMENDMENTS TO TIIT CHARTER OF THE CITY OF ALAMEDA
MEASURE D:
Shall the Charter of the City of Alameda be
amended by rewriting Article XXVII to
incorporate general arbitration law for fire-
fighters and to more precisely define the
scope of arbitration? Said amendment will be
accomplished by amending Article XXVII of said
Charter, all as fully net forth in Resolution
No. 9836 of the Council of the City of Alameda.
MEASURE E:
Shall the Charter of the City of Alameda be
amended to delete obsolete language and permit
the City Council to establish by ordinance the
departmental organization of the City? Said
amendment will be accomplished by amending
Sections 2-3, 2-12, 7-4, 13-1, 13-2 and 13-2 and
by deleting Sections 7-5, 7-6, 7-7, 7-8, 7-9,
7-10, 7-11, 7-11.1 and 7-12, all as more fully
set forth in Resolution No . 9838 of the Council
of the City of Alameda.

MEASURE F
Shall the Charter of the City of Alameda be
amended to delete obsolete and unclear language?
Said amendment will be accomplished by amending
Sections 2-1, 2 -10, 2-11, 2 -13, 3 -1.1, 3 -7(C),
3 -7(D), 3 -10, 3 -17 4 -2, 10 -10, 10 - -11 and 15 -1(A),
by adding Section 2 -15, and by deleting Sections
3 -19, 7 -2(D) and 7-2(K), all as more fully set
forth in Resolution No. 9840 of the Council of
the City of Alameda.
MEASURE G
Shall the Charter of the City of Alameda be
amended to delete obsolete language relating to
finance and taxation in Article XVII of the
Charter? Said amendments will be accomplished
by amending Sections 17 -3, 17 --4 and 17 -9 and by
deleting Sections 17 - -2, 17 -5, 17 -6, 17 -7, 17 -12
and 17-13, all as more fully set forth in
Resolution No. 9842 of the Council - of the City
of Alameda.
MEASURE
Shall the Charter of the City of Alameda be
amended by deleting obsolete language and
clarifying the time at which the Board of
Education takes office? Said amendments will
be accomplished by amending Sections 10 -1 and
11 - -2 of said. Charter, all as fully set forth
in Resolution No. 9844 of the Council of the
City of Alameda.
MEASURE J
Shall the Charter of the City of Alameda be
amended to delete obsolete language and to
provide that the Mayor shall receive a monthly
compensation of Seven Hundred Fifty Dollars
($750.00) Said amendment will be accoirplished
by amending Section 2.1.1 of said Charter, all
as fully set forth in Resolution No. 9786 of
the Council of the City of Alameda.

MEASURE K
Shall the Charter of the City of Alameda be
amended to delete obsolete provisions and to
provide that each Councilmember shall
receive One Hundred Twenty-Five Dollars
($125.00) for each meeting which he shall
attend; provided, that no Councilmember shall
receive such fees for more than two meetings
in any one calendar month? Said amendment
will be accomplished by amending Section 2-4
of said Charter, all as fully set forth in
Resolution No. 9786 of the Council of the
City of Alameda.
MEASURE L
Shall the Charter of the City of Alameda be
amended to permit the Bureau of Electricity
to borrow money in excess of $100,000 with the
approval of the City Council for a Period of
not more than thirty years? said amendment
will be accomplished by amending Section
12-3(E) of said Charter, all as fully set forth
in Resolution No. 9834 of the Council of the
City of Alameda.

3. At said Election the following Measure was submitted
to the electors of said City and the number of votes cast in said
City for and against said Measure were as follows:

Shall an ordinance be adopted requiring a
referendum for the development of government
subsidized rental housing units for a period
of five years, except that development of
units for senior citizens and the handicapped
shall be exempt from said ordinance?

4. The total number of votes cast in the City of Alameda
at said Special Municipal Charter Amendment Election and said
Special Election and the total number of votes given in each
precinct for and against said Measures was and is as set forth
in said Canvass by the Registrar of Voters of Alameda County.
5. Less than a majority of all the votes cast at said
Special Municipal Charter Amendment Election on Measures 5 and K
were in favor of said Measure and, accordingly, did not authorize
the amendments to the Charter of the City of Alameda as set forth
in said Charter Amendment Measures, and Measures J and F. did not
pass.
6. More than a majority of all the votes cast at said
Special Municipal Charter Amendment Election on Measures D, E,
F, C, H and L were in favor of said Measures and authorized the
Amendments to tlie Charter of the City of Alameda as set forth in
said Charter Amendment Measures and Measures D, E, F, G, H and
L passed.
7. More than a majority of all the votes cast at said
Special Election cn Measure I were in favor of said Measure and
Measure I passed.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 7th of December, 1982,
by the following vote to wit:
AYES: Councilmen DiameOt, Gorman, Sherratt, Stone and President Corica - 5.
NOES: None'
