Resolution 09983CITY OF ALAMEDA RESOLUTION NO. 9983,
CERTIFYING FINAI, ENVIRONMENTAL IMPACT REPORT FOR
ENCINAL TERMINALS MASTER PLAN (NORTH OF BUENA VISTA
AVENUE BETWEEN SHERMAN STREET AND GRAND STREET)
WHEREAS, Encinal Industries, Inc. has proposed an Encinal
Terminals Master Plan for repair, modernization and enlargement
of container and break bulk cargo facilities; construction of
a new 252 berth small-craft marina at Alameda Yacht Harbor; and
construction of a home park of about 50 units on 75 acres north
of Buena Vista Avenue between Grand Street, and Sherman Street
extended; and
WHEREAS, in compliance with the state Environmental Quality
Act of 1970, as amended, there has been prepared an environmental
impact report covering the effects said project will have on
the environment and including potential mitigation measures,
where warranted, for such effects; and
WHEREAS, the City Planning Board, at its regular meeting
on January 24, 1983, considered the Final Environmental Impact
Report for Encinal Terminals Master Plan and has recommended
submission to this Council of the Final EIR, comprised of the
Draft EIR and responses to comments documents.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF ALAMEDA that said Council hereby certifies that it has reviewed
and considered the information contained in the Final EIR for
the Encinal Terminals Master Plan, comprised of those documents
entitled "Environmental Impact Report-ENCINAL TERMINALS MASTER
PLAN, Draft, September 1982" and "Responses to Comments, Encinal
Terminals Master Plan EIR", and further certifies that said Final
Environmental impact Report has been completed in compliance
with the California Environmental Quality Act and State and City
Guidelines, and is accurate and adequate to evaluate specified
projects within the Encinal Terminals property at such time as
they are presented to the City or Responsible Agencies for
approval.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 15th of Februany, 1983,
by the following vote to wit:
AYES: Councilmembers Diament, Gorman, Snerrdut, Stone and President Corica 5,
NOES: None.
ABSENT: None.
