Resolution 10114CITY OF ALAMEDA RESOLUTION NO 0114 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALAMEDA RELATING TO THE USE OF INTERSTATE REHABILITATION FUNDS FOR STATE ROUTE 17 WHEREAS, State Route 17, the Nimitz Freeway, is a vital element of the transportation system on the easterly side of the San Francisco Bay; and WHEREAS, said Freeway serves as the major highway access for the delivery of goods to and from the U.S. Coast Guard Facility on Government Island, U.S. Naval Air Station at Alameda, the Naval Supply Center-Alameda Facility, the Naval Supply Center- Oakland Facility, the Oakland Army Base and the Port of Oakland; and WHEREAS, access to the above named facilities is vital to the national defense; and WHEREAS, that portion of State Route 17 from 1-80 near the San Francisco Bay Bridge to 1-280 in San Jose has been in- cluded in the Interstate System as a nonchargeable route under Section 139(a), Title 23, U.S. Code; and. WHEREAS, State Route 17 is in serious need of resurfacing, restoration, rehabilitation and reconstruction; and WHEREAS, present law prohibits the use of Interstate Rehabilitation (IR) Funds for resurfacing, restoration, rehabili- tation or reconstruction of sections of the Interstate System classified as a nonchargeable route; and WHEREAS, California has 92.7 miles of nonchargeable Inter- state Highways; and WHEREAS, there are 514 miles of nonchargeable interstate miles of roadway in states which would benefit from being eligible for the use of IR Funds; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA that said Council does and hereby urges the Congress of the United States to adopt legislation whereby Interstate Highway mileage designated under Section 139(a), Title 23, U.S. Code, would qualify for IR funds; and BE IT FURTHER RESOLVED that this Council does and it hereby urges the members of Congress representing California introduce and support legislation to qualify nonchargeable Interstate mileage for use of IR Funds. BE IT FURTHER RESOLVED that this Council does and it hereby urges the California Department of Transportation, the Metropol- itan Transportation Commission, the Counties of Alameda and Santa Clara and the Cities in Alameda and Santa Clara Counties to encourage and support efforts and to take such other actions as may be necessary to achieve legislation whereby Interstate Highway mileage designated under Section 139(a), Title 23, U.S. Code, will qualify for IR Funds. BE IT FURTHER RESOLVED that the City Clerk be and is hereby directed to forward copies of this resolution to the State 0 1 Assemblymen and Senators representing Alameda and Santa Clara Counties, to the California Congressional contingent in Washington, D.C., to the County of Santa Clara, to Caltrans, to 1TC, to the r1, Cities in Alameda and Santa Clara Counties and to a11 other :I_ agencies as may be interested. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the 2nd of August, 1983, by the following vote to wit: AYES: Councilmembers Gorman, Hanna, Lucas, Monsef and President Diament - 5.
