Resolution 10147CITY OF ALAMEDA RESOLUTION NO. 10147 RESOLUTION SUPPORTING THE RESIDENTIAL UTILITY RATEPAYERS INTERVENOR PROGRAM AS PROVIDED IN AMENDMENT TO SB4 (MONTOYA). WHEREAS, at the insistence of their citizenry, many local governments have developed energy programs to help residents cope with continually rising utility bills; WHEREAS, many energy programs are cooperative or complimentary programs between the local utility and the local government; WHEREAS, Public Utility Commission decisions in rate cases often determine the scope and nature of utility energy programs; WHEREAS, both the Public Utilities Commission and state legislature have acknowledged that effective public participation in rate cases is essential to the protection of the public interest; WHEREAS, in acknowledgement of the burdensome cost of effective participation, SB- 4(Montoya) provides for compensation for intervention in rate cases; WHEREAS, these rules do not provide for the possibility of compensation to local government; WHEREAS, this exclusion is not equitable for local government nor in the best interest of the citizens of the City of Alameda; NOW THEREFORE BE IT RESOLVED that the City Council of the City of Alameda support the amendment SB -4 (Montoya) to include local government as an organization eligible for compensation in rate cases. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the 6th of September, 1983, by the following vote to wit: AYES: Councilmembers Gorman, Hanna, Lucas., Monsef and President Diament - 5.
