Resolution 10824CITY OF ALAMEDA RESOLUTION NO. 10824 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALAMEDA SUPPORTING THE RETURN OF SALES TAX FROM THE COUNTY TO THE CITY OF ALAMEDA WHEREAS, over a year ago the Alameda County Mayors' Conference requested the County Board of Supervisors to return to cities 5% of each city's sales tax which automatically goes to the County; and WHEREAS, to date the Mayors Conference has not received a satisfactory response from the Board of Supervisors; and WHEREAS, the current system of giving a portion of the sales tax to the County is unfair; and WHEREAS, the Alameda County Mayors' Conference is requesting a meeting of all County Mayors and all members of the Board of Supervisors to discuss this matter and bring it to a satisfactory solution. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Alameda strongly supports the position taken by the Mayors' Conference for the following reasons: 1. The people living in the cities of Alameda County already subsidize municipal services rendered by Alameda County to unincorporated areas. 2. Three cities in the county do not share any sales tax with the County, thus creating an unfair situation where eleven cities who do share are further subsidizing County government for services not received. The agreement by the cities to share 5% of its sales tax with the County was the result of an understanding with the Board of Supervisors that cities would receive a portion of County Gas Tax known as the "Mayors' Formula". Several years ago the county stopped sharing this money thus violating an agreement reached in good faith thirty years ago. 4. Most urban counties in the state do not take sales tax from their cities. The Mayors' Conference recognizes that the County cannot stop taking our tax in one year and has agreed to a phase out over a five-year period. Further the Mayors' Conference has pledged its assistance in helping the Board of Supervisors find replacement revenue. 6. The position of the Mayors' Conference is not only fair but equitable to all taxpayers in Alameda County. BE IT FURTHER RESOLVED that all members of the Board of Supervisors are urged to attend a meeting with the Mayors of Alameda County at the earliest possible date to resolve this issue. * * * I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the 4th of February, 1986, by the following vote to wit: AYES: Councilmembers Corica, Hanna, Lucas, Monsef and President Diament - 5.
