Resolution 11059CITY OF ALAMEDA RESOLUTION NO. 11059 DESIGNATING THE WEEK OF DECEMBER 14-20, 1986 "NATIONAL DRUNK AND DRUGGED DRIVING AWARENESS WEEK" WHEREAS, traffic accidents cause more violent deaths in the United States than any other cause, approximately 44,000 in 1985; and WHEREAS, approximately 50 percent of all traffic fatalities occur in alcohol-related crashes; and WHEREAS, in the United States about 560,000 people are injured in alcohol-related crashes each year, with about 43,000 serious injuries, including paraplegia; and WHEREAS, the total societal cost of drunk and drugged driving has been estimated at more than $26 billion per year, which does not include the human suffering that can never be measured; and WHEREAS, there are increasing reports of accidents involving drivers who have used therapeutic drugs, marijuana, or other illegal drugs; and WHEREAS, there has been a sustained effort at the national and local levels to reduce these problems through citizen's groups, task forces, and the Presidential Commission on Drunk Driving; and WHEREAS, an increase in the public's level of awareness of the drunk and drugged driving problem may contribute to a change in society's attitude toward the drunk and drugged driver and enhance current efforts to develop comprehensive solutions at the State and local levels; and WHEREAS, the Christmas and New Year's holiday period is a particularly appropriate time to focus attention on this critical problem because more drivers are on the roads attending an increased number of social functions and more traffic collisions occur. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that the City of Alameda joins with the United States Congress, the President of the United States, legislatures, city and town councils, governors, mayors, and other citizens across the nation, in designating the week of December 14-20, 1986 as "National Drunk and Drugged Driving Awareness Week" in supporting national and local observances thereof, and in reminding our fellow citizens that safety belts and child safety seats are our best defense against all the hazards of the roads. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the 2nd of December, 1986, by the following vote to wit: AYES: Councilmembers Corica, Hanna, Lucas, Monsef and President Diament - 5.
