CONSTITUTION WAY, PHASE IIIB, STREET CONSTRUCTION
NO. P.W. 8-87-20, AND AUTHORIZING EXECUTION THEREOF
WHEREAS, the Council of the City of Alameda heretofore
published notice calling for bids for Constitution Way, Phase
IIIB, Street Construction, in accordance with Specifications No.
P.W. 8-87-20 approved August 18, 1987; and
WHEREAS, in response to said notice a sealed bid was
submitted by O.C. Jones and Sons agreeing to perform said
work in accordance with said Specifications for the sum of
$605,360.24; and
WHEREAS, said firm is a responsible bidder and its
proposal is the lowest and best bid received;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that the bid of 0. C. Jones and Sons is hereby

accepted, the contract for Constitution Way, Phase IIIB, Street
Construction, is hereby awarded to said bidder, and the Mayor is

CITY OF ALAMEDA RESOLUTION NO. 11315
IN SUPPORT OF MEASURE C WHICH WILL INCREASE THE
COUNTY'S APPROPRIATIONS LIMIT AS ALLOWED BY
ARTICLE XIII B OF THE CALIFORNIA CONSTITUTION
WHEREAS, the Board of Supervisors of the County of
Alameda has called a special election to be held on November 3,
1987, for the purpose of submitting to the voters of Alameda
County the question of whether an ordinance submitted by the
Board of Supervisors of Alameda County to the voters of Alameda
County shall be approved in order to increase the county's
appropriations limit as allowed by Article XIII B of the
California Constitution to provide for county services and to
,
secure existing sources of state funding that may otherwise be
lost to other counties in the state.
WHEREAS, the proposed ordinance does not authorize the
Board of Supervisors to increase the property tax rate or any
other taxes within Alameda County; and
WHEREAS, passage of Measure C will keep existing tax
dollars n Alameda County and allow the county to receive millions
of dollars in needed state revenues; and
WHEREAS, Measure C terminates in four years and must be

resubmitted to the voters for any extension, and

-ex WHEREAS, passage of Measure C will allow Alameda County
to continue to perform as one of the most cost-effective counties
in California;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF ALAMEDA that the City Council supports Measure C which will
increase the County's appropriation limit as allowed by Article
XIII B of the California Constitution.

DECLARING THE WEEK OF OCTOBER 4 THROUGH 10, 1987,
AS CALIFORNIA'S "COASTWEEK" AND OCTOBER 10, 1987,
AS "ADOPT-A-BEACH COASTAL CLEANUP DAY"
WHEREAS, the State of California has a varied coastline
of sandy beaches, rocky shores, productive estuaries, marshes,
and tidal flats, urban areas, and harbors; and
WHEREAS, the coast and the Bay shoreline provide a rich
scenic, recreational, cultural, natural, and historical heritage;
and
WHEREAS, the natural resources of the coastal zone are
among California's most important economic resources; and
WHEREAS, the marine and estuarine environments are two of
the most valuable resources for recreation, tourism, fishing, and
other water-related industries; and
WHEREAS, the City of Alameda is strongly committed to the
wise management of the shoreline to ensure that the environmental
and economic value of the Bay as part of the coastal zone will be
sustained; and
WHEREAS, George Gadsby coordinated a Clean-Up The Beach
Day in Alameda on May 31, 1987 and the City is continuing efforts
with the East Bay Regional Park District to keep the beach litter
.4. free; and
WHEREAS, preserving the productivity and quality of
coastal and estuarine resources requires public awareness and
support and an understanding that protection of the Bay and coast
is a responsibility shared by individual citizens, the business
community, and public institutions; and
WHEREAS, national "Coastweek" will be held from September
19 through October 10, 1987;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that said Council hereby recognizes and supports the
designation of the week of October 4 through 10, 1987, as
California's "Coastweek" and October 10, 1987, as "Adopt-A-Beach
Coastal Cleanup Day."
BE IT FURTHER RESOLVED that individual citizens,
businesses, private groups, and public institutions are
encouraged to observe these events and to participate in
appropriate activities designed to promote healthy and productive
coastal and Bay environments for the people of Alameda,
California, and the nation.

CITY OF ALAMEDA RESOLUTION NO. 11318
REJECTING ALL BIDS AND APPROVING NEGOTIATION
ON THE OPEN MARKET FOR CONSTRUCTION OF A NEW
RECREATION BUILDING AND RELATED IMPROVEMENTS
AT FRANKLIN PARK
WHEREAS, on September 15, 1987, this Council adopted
Plans and Specifications P.W. No. 6 -87 -14 and called for bids
for the Construction of a New Recreation Building and Related
Improvements at Franklin Park; and
WHEREAS, two comparable bids were submitted in an amount
significantly higher than the architect's estimate and were not
considered acceptable; and
WHEREAS, since there were only two bids and both were
considerably higher than the architect's estimate, it would be to
the City's benefit to negotiate a proposal for the project on the
open market.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that said Council hereby rejects all bids received for
the construction of a new recreation building and related
improvements at Franklin Park.
BE IT FURTHER RESOLVED that staff is hereby authorized to
negotiate on the open market for said construction.

LINCOLN PARK AND AUTHORIZING EXECUTION THEREOF
WHEREAS, on September 1, 1987, the Council of the
City of Alameda approved staff's recommendation to reject the
lone bid received for construction of rest room facilities at
Lincoln Park as the bid was significantly higher than the
architect's estimate; and
WHEREAS, said Council heretofore published notice calling
for bids for Construction of New Rest Rooms At Lincoln Park in
accordance with Specifications No. P.W. 6-87-13 approved
September 15, 1987; and
WHEREAS, in response to said notice a sealed bid was
submitted by Trans-Bay Construction, Inc. agreeing to perform
said work in accordance with said Specifications for the sum of

WHEREAS, said firm is a responsible bidder and its
