APPROPRIATING $119,540 FROM THE GENERAL FUND
RESERVE FOR REVEGETATION OF THE DOOLITTLE LANDFILL
SITE, AUTHORIZING AN AGREEMENT WITH ENVIRONMENTAL
RESOURCES, INC. AND ELJUMAILY AND BUTLER ASSOCIATES
(ERI /EBA) FOR THE ENGINEERING SERVICES OF THE LAND-
FILL GAS MANAGEMENT SYSTEM, AND AUTHORIZING THE
PUBLIC WORKS DIRECTOR TO NEGOTIATE IN THE OPEN
MARKET TO OBTAIN THE SERVICES OF A LANDSCAPE
CONTRACTOR TO PERFORM HYDROSEEDING OF THE SITE
WHEREAS, on January 20, 1987, the Council for the City of
Alameda authorized the compliance closure work for the Doolittle
Landfill Site; and
WHEREAS, the contract for the placement of an impervious
layer to seal the surface and soil cover has been completed; and
WHEREAS, in order to preserve the completed surface
contours and to prevent erosion from taking place, it will be
necessary to induce vegetation to mitigate the potential adverse
conditions; and
WHEREAS, timing is critical in preparation for the rainy
weather, and open market negotiations will reduce the time
required to obtain the services of a contractor, thus reducing
the potential for serious damage due to erosion; and
WHEREAS, in accordance with Section 3 -15 of the City
Charter, the Council may determine that great necessity or
emergency requires immediate action and thereupon proceed to make
such public work or improvements without contract and to purchase
such materials or supplies in the open market; and
WHEREAS, due to the Calderon Bill and the change of
exemption under the provisions of Regulation 8, Rule 34, Section
111.5, the Doolittle Landfill Site is now in violation of Bay
Area Air Quality Management District (BAAQMD) regulations; and
WHEREAS, in order to preclude paying a penalty, the City
must apply for a variance and address management of the landfill
gas (LFG) generated within the landfill; and
WHEREAS, the applicable State regulation under the
California Health and Safety Code Section 41805.5 requires
specialized testing and characterization of the LFG, and to
design and construct any necessary gas collection and processing
system acceptable to the District; and

WHEREAS, three engineering firms have submitted proposals
for the professional engineering services, including critical
field sampling, laboratory analyses, and the specialized
inspection task; and
WHEREAS, after evaluation of the proposals the firm of
Environmental Resources, Inc. and Eljumaily and Butler
Associates (ERI/EBA) was selected, based on their experience with
this type of work and in their President's previous work with the
City and the Bay Area Air Quality Management Board; and
WHEREAS, a construction cost estimate for the collection
system has not been prepared at this time because of variable
evaluation of the number and depth of collection wells, extent of
collection system, and the amount of gas to be flared that needs
to be defined; and
WHEREAS, selection of vegetation seeding applied to the
covered surface has been reviewed and recommended by a
landscaping consultant at a cost of $25,000.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that the sum of $119,540 is hereby appropriated from
the General Fund Reserve for revegetation of the Doolittle
Landfill Site and to enter into an agreement for the Engineering
Services of the Landfill Gas Management System.
BE IT FURTHER RESOLVED that the City Manager and the City
Clerk be, and each hereby is, authorized and directed to execute
and to attest to, respectively, on behalf of the City, an
agreement with Environmental Resources, Inc. and Eljumaily and
Butler Associates (ERI/EBA) for professional services for design
and other engineering services for meeting the BAAQMD
requirements pertaining to the Doolittle Landfill Gas Management
System.
BE IT FURTHER RESOLVED by the Council of the City of
Alameda that pursuant to Section 3-15 of the City Charter the
Public Works Director is hereby authorized to negotiate in the
open market to obtain the services of a landscape contractor to
,a- perform hydroseeding of the site
