Resolution 11347CITY OF ALAMEDA RESOLUTION NO. 11347 SUPPORTING AN INTERIM EXTENSION TO THE CLEAN AIR ACT WHEREAS, 1977 amendments to the Clean Air Act require states and local governments to comply with National Ambient Air Quality Standards for ozone and carbon monoxide air pollutants; and WHEREAS, failure to reach specified EPA air quality levels by December 31, 1987, will result in sanctions imposed on municipalities such as withholding Federal Highway Funds, Wastewater Treatment Grants, and construction bans; and WHEREAS, the Air quality in the California Bay Area has been deemed unacceptable by the Federal Environmental Protection Agency; and WHEREAS, the majority of cities within the Bay Area will be unable to reach the carbon monoxide and ozone attainment levels by December 31, 1987; and WHEREAS, as an interim solution, Congress is considering legislation that prohibits imposition of mandatory sanctions against cities who have not reached attainment of the clean air standards; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that said Council hereby supports any and all legislation that would extend the December 31, 1987, deadline for compliance with the Clean Air Act of 1977 and prohibit for a specified period of time, all sanctions against local governments that have not reached carbon monoxide and ozone attainment levels. u u I, the undersigned, hereby certify that the foregoing, Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the 17th of November, 1987, by the following vote to wit: AYES: Councilmembers Camicia, Haugner, Monsef, Thomas and President Corica - 5.
