OPPOSING THE INDUSTRIAL WELFARE COMMISSION'S
PROPOSAL ON AN ALTERNATE MINIMUM WAGE FOR
TIPPED EMPLOYEES
WHEREAS, the Industrial Welfare Commission (IWC) of the
State of California is holding public hearings on its proposal to
adopt a new minimum wage order raising the minimum wage from the
current $3.35 per hour to $4.00 per hour and establishing
alternative minimum wage rates for tipped employees; and
WHEREAS, as stated in the alternate proposal, tipped
employees may be paid not less than eighty-five percent (85%) of
the minimum wage but in no event shall earn less than $4.00 per
hour after taking into account total compensation measured by the
combination of eighty-five percent (85%) of the minimum wage plus
tip income; and
WHEREAS, the proposed alternate minimum wage for tipped
employees would be unfair and represents an undue hardship; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that the Council hereby opposes the Industrial Welfare
Commission's proposal on an alternate minimum wage for tipped
employees.
BE IT FURTHER RESOLVED that this resolution be forwarded
to the Industrial Welfare Commission for its Friday, December 4,
1987, hearing.

the Council of the City of Alameda in regular meeting
assembled on the 15th of December, 1987,
