AWARDING CONTRACT TO McGUIRE & HESTER ASSOCIATES
FOR CONSTRUCTION OF CLINTON-PARK-OTIS SANITARY
SEWER PROJECT PHASE II, NO. P.W. 5-87-11, WITH
RECOMMENDATION TO PERMIT THE CITY ENGINEER TO
GRANT EXTENSION OF TIME IF REQUIRED
WHEREAS, the Council of the City of Alameda heretofore
published notice calling for bids for the construction of
Clinton-Park-Otis Sanitary Sewer Project, Phase II, in accordance
with Specifications No. P.W. 5-87-11 approved May 18, 1987;
and
WHEREAS, in response to said notice sealed bids were
submitted with P & J Utility Company submitting the lowest bid;
and
WHEREAS, this project is funded in part by State and
Federal grants; and
WHEREAS, to be eligible to perform grant-funded work the
Contractor must, within 10 days after the bid opening, submit
information documenting that they have taken affirmative steps to
assure that minority businesses would be used as sources of
supplies, construction and services; and
WHEREAS, P & J Utility, the low bidder, was unable to
produce this information; and
WHEREAS, the second lowest bid was submitted by McGuire &
Hester Associates agreeing to perform said work in accordance
with said Specifications for the sum of $1,024,874; and
WHEREAS, said firm is a responsible bidder, submitted
information in compliance with the affirmative action
requirements, and its proposal is the second lowest and best bid
received;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
cof Alameda that the bid of McGuire & Hester Associates is hereby
accepted, the contract for Clinton-Park-Otis Sanitary Sewer
Project, Phase II, is hereby awarded to said bidder subject to
approval of the State Water Resources Control Board, and the
Mayor is hereby authorized to execute, and the City Clerk to
attest, said contract on behalf of the City of Alameda.
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in regular meeting
assembled on the 16th of February, 1988,
by the following vote to wit:
AYES: Councilmembers Camicia, Haugner, Monsef, Thomas
and President Corica - 5.
NOES: None.
ABSENT: None.
