AUTHORIZING OPEN MARKET PURCHASE OF GAS EMISSION
CONTROL EQUIPMENT AND WELLS INSTALLATION FOR
DOOLITTLE LANDFILL GAS MANAGEMENT SYSTEM
WHEREAS, the Alameda City Council approved at its
meeting of March 1, 1988 the report which detailed the
necessary course of action in order to comply with the
tight compliance schedule set by the Bay Area Air Quality
Management District (BAAQMD) on the Doolittle Landfill Gas
Management System; and
WHEREAS, the project allows for the construction of the
collection system and the flaring of the extracted landfill
gasses, all meeting the requirements of the BAAQMD; and
WHEREAS, in order to complete the project work within the
strict time period allowed under BAAQMD's grant of variance, it
will be necessary for the City to negotiate in the open market
to purchase the motor control center, blowers, drilling and
installation of 19 wells, and the flare assemble, in advance due
to the lead time required to order and manufacture the flare
assembly being a minimum of 8 to 12 weeks; and
WHEREAS, Section 3-15 of the City charter provides that
if great necessity or emergency requires immediate action, the
Council may determine by its action to effect such purchase in
the open market; and
WHEREAS, it is important to make these purchases and the
installation of the wells as soon as possible and to have the
equipment available for installation so that this project can
comply with the BAAQMD request to complete this project at an
early date and avoid being subject to fines up to $1000 per day.

NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that pursuant to Section 3-15 of the City Charter the
Public Works Director is hereby authorized to negotiate in the
t5 open market to purchase the gas emission control equipment, the
installation of the wells, and flare assembly.
1, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in regular meeting
assembled on the 15th of March, 1988,
by the following vote to wit:
AYES: Councilmembers Thomas, Monsef, Camicia, Haugner
and President Corica - 5.
NOES: None.
ABSENT: None.
