11614
SUPPORTING THE CONTINUED OPERATION OF THE ALAMEDA
NAVAL AIR STATION AND NAVAL AVIATION DEPOT
WHEREAS, the Secretary of the Defense has established a
Commission on Base Realignment and Closure whose purpose is to
recommend to the U.S. Congress which military bases should be
closed; and
WHEREAS, the Commission on Base Realignment and Closure
must submit the list of recommended base closures and/or
realignments by December 31, 1988 to the Secretary of Defense;
and
WHEREAS, the U.S. military bases will be evaluated by
the Commission on five (5) factors defining military value to
writ: (1) how well the base is capable of serving its purpose
for deploying troops; (2) the availability of facilities such as
buildings, runways, warehouses and piers; (3) the physical
condition and technological sophistication of the facilities;
(4) the quality of life for personnel and families assigned to
the base and (5) community facilities that support the base,
including commercial transportation, utilities, complementary
industrial activities and technical expertise; and
WHEREAS, the first base closing, if the list is
approved by Congress, will begin on January 1, 1990 and must be
completed by September 30, 1995; and
WHEREAS, the Alameda Naval Air Station employes 3,245
military and 5,098 civilian personnel and provides service and
support for the U.S. Pacific Fleet including its aircraft
maintenance and overhaul function; and
WHEREAS, the Alameda Naval Air Station combined with
all its tenant commands produce a $650 million dollar economic
impact on the Bay Area, a considerable amount of which comes
directly into the Alameda community; and
WHEREAS, closing of the Alameda Naval Air Station would
have a disastrous affect on our local economy and on the well-
being and employment of our over 5,000 civilian employees and
their families.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Alameda supports the continued operation of the
` Alameda Naval Air Station and the Naval Aviation Depot and urges
the members of the Commission on Base Realignment and Closure and
the Secretary of Defense that it would be inappropriate for the
reasons cited above, to consider closure of these facilities; and
BE IT FURTHER RESOLVED that copies of this resolution
be forwarded to the Secretary of Defense, the Secretary of the
Navy and the Alameda Naval Air Station Commander.

Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in regular meeting
assembled on the 6th of December, 1988,
by the following vote to wit:
AYES: Councilmembers Arnerich, Camicia, Thomas and
President Corica - 4.
NOES: None.
ABSENT: Councilmember Monsef - 1.
