CITY OF ALAMEDA RESOLUTION NO. 11730
SUPPORTING ASSEMBLY BILL 1611 AMENDING THE GOVERNMENT
CODE AS IT RELATES TO THE METROPOLITAN TRANSPORTATION
COMMISSION
WHEREAS, the Metropolitan Transportation Commission
(MTC) is the State authorized regional transportation planning
and programming agency for the nine-county San Francisco Bay
Region; and
WHEREAS, existing law creates and prescribes the
membership of the MTC; and
WHEREAS, the MTC is currently composed of nineteen
members: fourteen are appointed by elected officials, one from
the association of Bay Area Governments, one from the Bay
Conservation Development Commission (BCDC), and three Federal
representatives; and
WHEREAS, the current MTC membership composition does not
accurately reflect updated population statistics for the San
Francisco Bay Area Region which appears to violate the "one-
person, one vote" concept that constitutes our Democratic
process; and
WHEREAS, AB 1611 sponsored by Assemblyman Bastin, will
revise the membership of the Commission. The revision will
include one additional voting representative each from the
counties of Alameda and Santa Clara. In addition, a
representative from the Bay Area Air Quality Management District
will be added as a non voting representative; and
WHEREAS, AB 1611 beginning in 1990, will require that
future representation of cities and counties be based on one
representative for every 400,000 residents in each county.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Alameda that said Council supports AB 1611 and the
proposed revisions to the membership of the Metropolitan
Transportation Commission; and

BE IT FURTHER RESOLVED that the Council of the City of
Alameda endorses the concept that all California, multi-county
regional agency(s) representation be reflective of the counties
