ADOPTING PLANS AND SPECIFICATIONS AND AUTHORIZING
THE PUBLIC WORKS DIRECTOR TO NEGOTIATE IN THE
OPEN MARKET FOR CONSTRUCTION OF PORTOLA TRIANGLE
DEMONSTRATION GARDEN, NO. P.W. 7 -89 -11
WHEREAS, the City of Alameda Recreation and Parks
Department and East Bay Municipal Utility District have been
working together preparing a plan for development of the Portola
Triangle as a demonstration garden featuring California native
and drought tolerant plant species and a water conservation
irrigation system; and
WHEREAS, for proper germination, planting at the Portola
site will need to be finished in the first two weeks of November
with all construction and installation of the irrigation system
therefore being completed on or before November 1, 1989; and
WHEREAS, construction and installation of the irrigation
system needs to begin by mid - September in order to be completed
by November 1, 1989; and
WHEREAS, in order to complete the project within this
time period, it is necessary to negotiate a construction contract
in the open market; and
WHEREAS, specifications and plans have been prepared for
the Construction of the Portola Triangle Demonstration Garden,
numbered 7 -89 -11 and filed in the office of the City Clerk on
August 15, 1989; and
WHEREAS, it is proposed to invite a minimum of three
contractors to submit proposals for said project;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that said Specifications be, and the same are, hereby
approved and adopted.
BE IT FURTHER RESOLVED that pursuant to Section 3 -15 of
the City Charter the Public Works director is hereby authorized
to negotiate in the open market for said construction of the
Portola Triangle Demonstration Garden.
