Resolution 11818CITY OF ALAMEDA RESOLUTION NO. 11818 APPROVING THE AMENDMENT TO THE ALAMEDA COUNTY SOLID WASTE MANAGEMENT PLAN TO ALLOW IMPORT AND DISPOSAL OF CONTRA COSTA COUNTY MUNICIPAL SOLID WASTE AT ALTAMONT LANDFILL WHEREAS the City of Alameda has adopted the Alameda County Solid Waste Management Plan dated July 29, 1987, and most recently revised June 22, 1988; and WHEREAS the California Waste Management Board and the Alameda County Waste Management Authority have approved said Plan and all adopted revisions; and WHEREAS Oakland Scavenger Company has requested an Amendment to said Plan to permit import and disposal of a total of 580,000 tons of municipal solid waste from Contra Costa County at Altamont Sanitary Landfill over a two -year period to begin after all necessary permits are in place; and WHEREAS Oakland Scavenger Company also applied for Alameda County Conditional Use Permit No. C -5511 for Altamont Sanitary Landfill, to provide for the same importation and disposal of Contra Costa County waste as contained in the proposed Amendment to the County Solid Waste Management Plan; and WHEREAS the Alameda County Zoning Administrator, as Lead Agency, held a duly notice pulic hearing on June 14, 1989, continued to the meeting of July 5, 1989, to consider the proposed project and a proposed Mitigated Negative Declaration; and WHEREAS the Alameda County Zoning Administrator considered and approved the Mitigated Negative Declaration (SCH #89- 053001) dated July 5, 1989 and also approved Conditional Use Permit No. C -5511 (July 5, 1989) for said project. NOW, THEREFORE, BE IT RESOLVED that a Mitigated Negative Declaration for the proposed project was prepared and adopted by the Alameda County Zoning Administrator, July 5, 1989, in accord with the California Environmental Quality Act and State and local EIR Guidelines, and the City of Alameda has considered said document in conjunction with the proposed Plan Amendment; and BE IT FURTHER RESOLVED that the City of Alameda hereby approves said Amendment to the Alameda County Solid Waste Management Plan subject to Oakland Scavenger's compliance with 111 provisions outlined in the Alameda County Solid Waste Management Authority's Resolution No. 33 adopted on July 19, 1989. I, the undersigned, hereby certify that-the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in adjourned regular meeting assembled on the 6th of September, 1989, by the following vote to wit: AYES: Councilmembers Arnerich, Camicia, Thomas, Withrow and President Corica - 5.
