SUPPORTING "HOUSING NOW" CAMPAIGN
WHEREAS, studies on the housing needs of the poor reveal
that 45 percent of all poverty level renters -- more than 3 million
households pay more than 70 percent of their income for rent; and
WHEREAS, current federal housing assistance programs
reach fewer than one -third of all poverty level renters and less
than one - quarter of all those eligible for Housing and Urban
Development (HUD) housing assistance; and
WHEREAS, as many as 3 million people are homeless in the
United States, and as many as 750,000 may be homeless on any given
night, and families with children are the fastest growing element
of the homeless populations, now making up a majority of all those
in shelters throughout the United States; and
WHEREAS, federal funding for housing assistance programs
serving low income people has been reduced from $31 billion in 1981
to less than $8 billion in 1989, and waiting lists for all forms
of assistance have reached record levels; and
WHEREAS, federal spending for low income housing
assistance amounts to only a little more than 1 penny of every
federal outlay dollar; and
WHEREAS, this Council feels that the lack of affordable
housing is one of the primary causes of homelessness, and that
homelessness is unacceptable.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Alameda hereby endorses the HOUSING NOW campaign and
its rally in Washington, D.C. on October 7, 1989, and supports its
three goals - -an end to homelessness, the provision of permanent,
affordable housing for all Americans, and restoration of federal
housing assistance funds to meet these goals; and
BE IT FURTHER RESOLVED that the City Council of the City
of Alameda hereby urges all citizens of Alameda to support the
goals of HOUSING NOW.
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in regular meeting
assembled on the 3rd of October, 1989,
by the following vote to wit:
