AUTHORIZING EXECUTION OF CONTRACT FOR A
MANAGEMENT AUDIT OF THE ALAMEDA POLICE
DEPARTMENT
WHEREAS, on May 16, 1989, the Council of the City of Alameda
authorized preparation of a Request for Proposals for a management
audit of the Police Department; and
WHEREAS, six firms submitted proposals; and
WHEREAS, based upon the collective judgment of said committee,
the firm of Ralph Andersen & Associates is recommended as the firm
best qualified to conduct the management audit; and
WHEREAS, said firm received high marks in the area of
objectivity, sensitivity in dealing with management issues,
thoroughness of the study and soliciting input from all levels of
the organization; and
WHEREAS, said firm also has a depth of experience in police
department audits, demonstrated a very good understanding of
Alameda's project, and is highly qualified to do said work; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that the Mayor and the City Clerk be, and each hereby
is, authorized and directed to execute and to attest to,
respectively, on behalf of the City, said contract for a Management
Audit of the Alameda Police Department by Ralph Andersen &
Associates in the amount of $40,000 ($34,600 for the basic audit
and $5,600 for the perception survey) and compensation for time and
material associated with the additional departmental interviews as
desired by the City.

I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in regular meeting
assembled on the 3rd of October, 1989,
by the following vote to wit:
AYES: Councilmembers Arnerich, Camicia and
President Corica - 3.
NOES: Councilmembers Thomas and Withrow - 2.
ABSENT: None,
