AUTHORIZING OPEN MARKET PURCHASE OF FOUR
PORTABLE COMMERCIAL SCALES FOR THE POLICE
DEPARTMENT
WHEREAS, there are funds available in the budget for the
purchase of four portable commercial scales for the Police
Department; and
WHEREAS, it has been determined that the best commercial
scale for intended use is the WSAE-2000 model; and
WHEREAS, Bay City Scale Company of Burlingame through
West Weight Scale Company offers to provide four portable
commercial scales for the total amount of $5,388.52; and
WHEREAS, in accordance with Section 3-15 of the City
Charter, the Council may determine that great necessity requires
immediate action and thereupon proceed to purchase such supplies
in the open market; and
WHEREAS, great necessity exists to acquire the commercial
scales to enable the City to immediately commence the commercial
enforcement program;
NOW, THEREFORE, BE IT FURTHER RESOLVED by the Council of
the City of Alameda that pursuant to Section 3-15 of the City
Charter the City Purchasing Agent is hereby authorized to purchase
four western electronic portable wheel weighing scales, Model WSAE-
2000, at the all inclusive cost of $5,388.52 in the open market
without formal bidding procedures. pproved as to Form

I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 7th day of
November, 1989, by the following vote to wit:
