Resolution 12286CITY OF ALAMEDA RESOLUTION NO. 12286 AMENDING THE ALAMEDA GENERAL PLAN DIAGRAM FOR A PORTION OF PARCEL B AT ALAMEDA MARINA VILLAGE WHEREAS, Alameda Real Estate Investments has requested General Plan Amendment GPA-92-2 for a portion of Parcel B of Marina Village (referred to hereinafter as Parcel B) which would change the land use designation on the General Plan Diagram from "Medium Density Residential" to "Business Park" for an approximately 2.5 acre portion as shown on Exhibit "A" attached hereto; and WHEREAS, Parcel B, Marina Village is located within the Plan area for the West End Community Improvement Project; and WHEREAS, the Planning Board of the City of Alameda has held a public hearing on the application for the General Plan Amendment 92-2, has examined pertinent maps, drawings, and the staff report and other related documents and voted on June 8, 1992, to recommend to the City Council approval of the proposed General Plan Amendment >_92-2; and WHEREAS, on July 7, 1992, the Council of the City of Alameda conducted a public hearing and considered the Revised Negative Declaration, General Plan Amendment for Parcel B of Marina Village, and has examined pertinent maps, drawings, documents, the recommendation from the Planning Board, and the Council staff report for the July 7, 1992 meeting; and WHEREAS, the City Council on July 7, 1992 adopted a resolution approving the Negative Declaration for GPA-92-2 and MPA-92-1 for Marina Village; and WHEREAS, the City Council finds the proposed residential, office, and open space uses for Parcel B are an appropriate mix of uses, well suited to the Marina Village project as a whole, and that the revised land use designation fulfills General Plan policies; and WHEREAS, the City Council has made the following findings: 1. The General Plan Amendment 92-2 would not be inconsistent with the policies of the General Plan set out in the following paragraphs for the reasons stated: Policy: Maintain views and access to the water along streets and other public rights-of-way that extend to the bulkhead line. Construct benches, ramps, rails and seating appropriate for viewing and access, and provide walls or other screening where needed to protect adjoining property (Policy 3.2.d). GPA-92-2 is not inconsistent with the policy, since the change in land use would affect a 2.5 acres portion of land, located outside of the shoreline band. Public access would be provided at the shoreline, adjacent to the area that would be affected by the General Plan Amendment. Policy: Where a suitable residential environmental can be created, give priority to housing on land to be developed or redevelopment in order to meet the quantified objectives of the Housing Element (Policy 2.4.b). GPA- 92 -2 is not inconsistent with this policy, since only a shall portion (2.5 acres) would be changed from a "Medium Density Residential" to "Business Park" designation. The remainder of the area designated for "Medium Density Residential" would not be changed. The attributes of the subject site suggest that it is more suitable for conversion to office use than retention for housing, due to its proximity to other office development on the Marina Village site. 2. The General Plan Amendment 92 -2 would be supportive of the following General Plan discussion related to Marina Village: This 205 -acre mixed use project on the site of the former Bethlehem Shipyard will include 1.3 million square feet of office- research and development space and 4,300 jobs. WHEREAS, the Council has been advised that subject to meeting City standards and requirements, and subject to amending the Marina Village Master Plan, and the City of Alameda General Plan, the proposed development for Parcel B which would be allowed by GPA- 92-2 would be consistent with the Plan for the West End Community Improvement Project; and WHEREAS, the City Council finds that the proposed General Plan Amendment 92 -2 will have no significant adverse effect on the welfare of the community. THEREFORE BE IT RESOLVED by the Council of the City of Alameda that the Alameda General Plan Diagram is amended as follows: The land use designation shall be changed from "Medium Density Residential" to "Business Park" for an approximately 2.5 acre portion of the area identified as Parcel B on the Marina Village Property as shown on Exhibit "A" to this resolution.
