Resolution 12319CITY OF ALAMEDA RESOLUTION NO. 12319 COMMITTING TO LOCAL MATCH AND PROJECT DELIVERY SCHEDULE FOR INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT (ISTEA) FUNDS FOR FISCAL YEAR 1992 -93, AND UNDERSTAND- ING THAT COST INCREASES ARE INELIGIBLE FOR ADDITIONAL ISTEA CONGESTION MITIGATION AND AIR QUALITY (CMAQ) OR SURFACE TRANSPORTATION PROGRAM (STP) FUNDING WHEREAS, the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) authorizes funding for several roadway and transit programs; and WHEREAS, the City of Alameda has applied and been recom- mended for $603,305 in STP funding for the Bay Farm Island Bike Bridge Project and $74,000 in STP funding for the Bike to BART Program in the 1993 Transportation Improvement Program (TIP), adopted by the Metropolitan Transportation Commission and approved by the Federal Highway Administration; and WHEREAS, a prerequisite for inclusion in the 1993 TIP is the adoption of a local resolution stating that: • The project will be built as described above; • Up to $150,826 in local matching funds will be provided by the City of Alameda for the Bay Farm Island Bike Bridge Project; • Up to $18,500 in local matching funds will be provided by the City of Alameda for the Bike to BART program; • The City of Alameda understands that the STP /CMAQ funding is fixed at $603,305 for the Bay Farm Island Bike Bridge and $74,000 for the Bike to BART program, and therefore, any cost increases cannot be expected to be funded from STP /CMAQ funds; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Alameda, by adopting this resolution does hereby state: • The projects will be built as described above; and • Up to $150,826 in local matching funds will be provided by the City of Alameda for the ISTEA allocation for the Bay Farm Island Bike Bridge Project; and • Up to $18,500 in local matching funds will be provided by the City of Alameda for the Bike to BART program; and If the Governor signs SB1435 into law, then the local match shall be reduced by 11.5% of the ISTEA CMAQ eligible amount; and The City of Alameda understands that the STP /CMAQ fund- ing is fixed at $603,305 for the Bay Farm Island Bike Bridge and $74,000 for the Bike to BART program, and therefore, any cost increases cannot be expected to be funded from STP /CMAQ funds; I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the 15th day of September , 1992, by the following vote to wit: AYES: Councilmembers Arnerich, Camicia, Lucas, Roth and President Withrow - 5.
